Property tax bills arriving soon in Horry County
Attention property owners in Horry County: real property tax bills are being mailed the first week of October. This is the annual mailing of these bills. Property tax payments are due January 15, 2025.
Property owners can also check their property tax bill through the online tax payment portal by selecting ‘Pay Online’ on the Tax Payer Services page here: https://www.horrycountysc.gov/tax-payer-services/
This bill is the first at the property’s new value since the 2024 reassessment. Real property consists of your home or brick-and-mortar business location. More information about the 2024 Reassessment is available in the attached flyer.
If you do not receive your bill in the mail, check with the Assessor’s Office. Following USPS mailing of assessment notices earlier this year, the Horry County Assessor’s Office received an unusually high number of notices returned to sender.
Questions about your property tax bill? Visit the Tax Payer Services page or contact the Assessor’s Office. Callers who opt to speak with a customer service representative may encounter delays. Please be patient as staff work diligently to address the needs of all callers.
(Please note, your mortgage company may make the payment to the County before the January due date. Please reach out to your loan or mortgage company for any questions about that process.)
2024 Statewide General Election approaching
The 2024 General Election is approaching. Voters are urged to get ready for the election by noting important dates and familiarizing themselves with candidates and issues that will appear on the ballot.
The General Election is on Tuesday, November 5, 2024. Polls are open 7 a.m. to 7 p.m.
· The deadline to register in person is Friday, October 4.
· The deadline to register to vote online or by fax or email is Sunday, October 6.
· The deadline to register to vote by mail is Monday, October 7 (must be postmarked by this date).
Community members can register to vote online at scvotes.gov; complete a voter registration form and return it to the Horry County Board of Voter Registration & Elections office (1515 4th Ave., Conway, SC 29526) by mail, fax, or email, or; register in person by visiting the Horry County Voter Registration & Elections office, while receiving services at the DMV and other various state agencies.
It is important to check that your voter registration is up to date before casting your ballot.
There are three ways to vote in Horry County.
· Vote Early: Early voting starts Monday, October 21 and ends Saturday, November 2. Early voting locations are open 8:30 a.m. to 6 p.m. All polling locations are not open for early voting. There are xx locations to vote early in Horry County, including the Horry County Board of Voter Registration & Elections (1515 4th Ave., Conway, SC 29526), Loris Public Safety Center (3909 Walnut St., Loris, SC 29569), Aynor Town Hall (600 S. Main St., Aynor, SC 29511), Carolina Forest Library (2250 Carolina Forest Blvd., Myrtle Beach, SC 29579), North Strand Rec Center (120 Hwy. 57 S., Little River, SC 29566), South Strand Rec Center (9650 Scipio Ln., Myrtle Beach, SC 29588), and HCCOA Grand Strand Senior Center (1268 21st Ave N., Myrtle Beach, SC 29577).
· Vote Absentee: The deadline to apply for an absentee ballot is Friday, October 25, 2024.
· Vote In-Person: Vote in person at your assigned polling location (found on your voter registration card) from 7 a.m. to 7 p.m. on Election Day.

Horry County Administrator Awarded Order of the Palmetto
Horry County Administrator Steve Gosnell has been awarded the Order of the Palmetto, South Carolina’s highest civilian honor, from Gov. Henry McMaster.
The Order of the Palmetto is presented in recognition of a lifetime of extraordinary achievement, service, and contributions on a national and statewide scale.
Gosnell has served Horry County Government for 31 years, first as a County Engineer, then Assistant County Administrator for Infrastructure & Regulation, and now as County Administrator.
Over the course of his career, Gosnell has seen the county through a variety of challenges and projects.
Since Gosnell began with Horry County in 1993, the County has grown from 976 employees to 3,200, to serve a community that has grown from 152,000 residents to 420,000. Driving through Horry County today, there is no road you can ride on that Steve and his team have not touched.
Gosnell has been a mentor, a teacher, and a friend to many on Team Horry, within the Horry County community, and across this great state.
Gosnell was joined by family, friends, local leaders, and County staff for a private celebration on Sept. 12, 2024, where South Carolina Representative Kevin Hardee, South Carolina Senator Kent Williams, and Horry County Chairman Johnny Gardner revealed and presented the award (pictured above).
Gosnell plans to retire at the end of 2024.
Horry County Offices & Facilities to Close Monday Due to Expected Tropical Storm Conditions
Horry County Government's offices and facilities will be closed, Monday, September 16, 2024, due to expected tropical storm conditions beginning early Monday morning and lasting into the afternoon.
Horry County Parks & Recreation and Horry County Memorial Library programs scheduled for Monday will be cancelled.
Horry County Solid Waste Authority Convenience Centers will be closed. Landfill operations will open Monday morning, but operations may be suspended depending on wind speeds observed on site. HCSWA Material Recycling Facility as well as administrative offices will be closed. Check the HCSWA website and social media for any updates to SWA operations.
Public safety departments will continue to provide critical services.
Myrtle Beach International Airport remains open but passengers should check the status of their flights with their airlines.
The Horry County Emergency Operations Center is not currently activated but Emergency Management staff is monitoring the storm and conditions.
The decision to close operations Monday was made based on current and developing National Weather Service (NWS) forecasts that indicate Horry County may see the onset of tropical storm force winds in the early morning, during standard commuting times, and extending into mid-afternoon.
Normal County operations are anticipated to resume on Tuesday, September 17, 2024.
Residents may continue to do business with Horry County departments at any time on the County's website at: www.horrycountysc.gov.

New Property Tax Estimator Tool Available
Horry County has launched a new Tax Estimator to help property owners estimate what their real property tax bill may look like this fall.
The tax estimator can be found here: https://www.horrycountysc.gov/departments/assessor/tax-estimator/
It’s important to note that this is just an estimate of what the tax bill for the property would look like this year. The data is provided “as-is”. A full legal disclaimer can be found alongside the estimator tool.
The property’s PIN number and taxable value are needed to use the tool. That information can be found on the Land Records webpage for the property and the assessment notices property owners may have received over the summer.
The tool will show the estimate for the property’s tax bill at the 4% ‘legal residence’ rate and the 6% ‘non-legal residence or commercial’ rate. The estimator will include the municipality millage for properties where appropriate.

High amount of Assessment Notices returned to sender
Following USPS mailing of assessment notices, the Horry County Assessor’s Office received an unusually high number of notices returned to sender.
If you were expecting an assessment notice and never received one or aren’t sure if you were supposed to receive one, please check the ‘ Undeliverable and Unclaimed’ section on the Tax Payer Services webpage.
You must have your property’s PIN number to access the form. If your assessment comes up as returned, you can request a copy by visiting the Assessor’s Office at 1301 2nd Ave., Conway SC 29526 or by emailing hcg.assessor@horrycountysc.gov.
Horry County Returns to OPCON 3 as Tropical Storm Debby Flooding Recedes
As of 12 p.m. on August 27, 2024, Horry County has returned to OPCON 3 (Operating Condition Level 3), normal daily operations.
Riverine and waterway flooding caused by Tropical Storm Debby continues to slowly diminish. Access control points are being removed as the water levels go down.
The emergency no wake order continues on the Intracoastal Waterway from Fantasy Harbour Bridge to Bucksport Marina until August 30, 2024 or otherwise announced.

Horry County Closes EOC & Returns to OPCON 2; Facilities to Reopen Friday
The Horry County Emergency Operations Center (EOC) will close at 1 p.m. on Thursday, Aug. 8, 2024, and the County will move to OPCON 2 (Level 2 Operation Condition) as team members continue to monitor water levels along area rivers.
Horry County Government offices and facilities will resume normal operations on Friday, Aug. 9, 2024.
Community members with interests along area waterways are encouraged to continue tracking water levels over the coming days.

Horry County Council Declares Local State of Emergency Ahead of Tropical Storm Debby
CONWAY, S.C. - Horry County Council has declared a localized state of emergency to adopt emergency ordinances to meet public emergencies affecting life, health, safety or the property of the people in our area. The declaration will remain in effect for sixty (60) days unless sooner terminated by resolution by County Council.

The Emergency Operations Center (EOC) will activate Wednesday, Aug. 7, 2024, at 7 a.m.
Please note, County day-to-day operations remain unchanged, with the exception of some courts. Community members who wish to do business with the County are encouraged to call ahead or consult the County website before driving in the rain.

Horry County Moves to OPCON 2 2 Ahead of Tropical Storm Debby
CONWAY, S.C. - Horry County Emergency Management Department moves to OPCON 2 (Level 2 Operation Condition) on Monday, August 5, 2024 as of noon, meaning the county is operating in a heightened state of awareness with emergency plans beginning to be implemented. County officials have begun discussions with the South Carolina Emergency Management Division, coastal communities including local municipalities, and will continue to monitor the situation closely.
The Horry County Emergency Operations Center is not currently activated, however, Horry County Emergency Management will continue to keep the public aware of changes in the forecast and appropriate action will be taken as necessary.
In anticipation of possible effects on Horry County from the tropical system, Horry Emergency Management wants to remind all citizens to prepare by:
· Surveying your property to mitigate potential flooding, such as making sure storm drains and gutters are clear of debris.
· Bringing in or securing yard items and decorations.
· Avoiding flooded roadways.
· Continually monitoring reputable weather information sources such as local media or the National Hurricane Center for the most up to date hurricane information.

U.S. Small Business Administration to Help SC Businesses Impacted by Drought
The U.S. Small Business Administration (SBA) announced this week that federal Economic injury Disaster Loans (EIDLs) are available in South Carolina for small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private nonprofit organizations with economic losses due to the drought conditions that began July 9, 2024.
The declaration includes the primary South Carolina counties of Clarendon, Darlington, Florence, Horry, Lee, Marion, Sumter and Williamsburg; and the contiguous counties of Berkeley, Calhoun, Chesterfield, Dillon, Georgetown, Kershaw, Marlboro, Orangeburg and Richland in South Carolina; and Brunswick, Columbus and Robeson in North Carolina.
Under this declaration, the SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible farm-related and nonfarm-related entities that suffered financial losses as a direct result of this disaster. Apart from aquaculture enterprises, SBA cannot provide disaster loans to agricultural producers, farmers, and ranchers. Nurseries are eligible to apply for economic injury disaster loans for losses caused by drought conditions.
The loan amount can be up to $2 million with interest rates of 4% for small businesses and 3.25% for private nonprofit organizations, with terms up to 30 years. The SBA sets loan amounts and terms based on each applicant’s financial condition. Interest does not accrue, and payments are not due until twelve months from the date of the first loan disbursement. Eligibility is based on the size of the applicant, type of activity and its financial resources. These working capital loans may be used to pay fixed debts, payroll, accounts payable, and other bills that could have been paid had the disaster not occurred. The loans are not intended to replace lost sales or profits.

For people who are deaf, hard of hearing, or have a speech disability, please dial 7-1-1 to access telecommunications relay services.
Submit completed loan applications to the SBA no later than March 17, 2025.
Public Meetings on Safe System approach to road safety planned for August
Barry Spivey Selected as Next Horry County Administrator
HORRY COUNTY, SC (July 2, 2024) – Barry Spivey, a long-term Horry County Government leader, has been selected as the next County Administrator for Horry County. Spivey will formally adopt the role on January 1, 2025.
In his first moments after selection, Spivey focused on gratitude and appreciation.
“Thank you for your confidence in our team and this opportunity,” Spivey said. “I am first and foremost a servant, and I am both humbled and grateful for the opportunity to serve this Council, my team, every employee of our County, and this Community.”
Asked about what comes next, Spivey highlighted the teamwork and shared mission that continue to push Horry County toward new horizons:
“We are truly blessed as an organization and as a community. We, as a team, look forward to continuing our commitment to excellence in the services we provide this community as responsible stewards of our taxpayer’s money. Our employees are our team’s greatest resource and essential to the services we provide our citizens. We will work together as a team to accomplish the critical needs for infrastructure, public safety, and constituent services for our community.”
Spivey will replace outgoing County Administrator Steve Gosnell. Gosnell’s contract ends in December 2024.
“He is a tremendous asset to the County,” Spivey said. “I don’t know of any individual who, over their career, has had such influence and impact in Horry County as Steve Gosnell. He is a great mentor—we can learn from him and try to carry that forward. We still have a lot to accomplish between now and the time that Steve does plan to retire, so we will be working together in that regard.”
During a special-called meeting Tuesday, Horry County Council was unanimous in their selection of Spivey for the role.
“I want to thank my wife, children, and family for their support and encouragement, without which I could not serve,” Spivey said.
Spivey has served as the Assistant County Administrator for Administration since Summer 2019. From 2011 to 2019, he was the Horry County Finance Director, a role in which he oversaw high level budget development and cross-departmental capital projects implementation. Prior to joining the County, Spivey worked as the Chief Financial Officer for the Burroughs & Chapin Company for 22 years. Spivey received his MBA from Coastal Carolina University.
The future Assistant Administrator for Administration, whom will fill Spivey’s previous role upon his adoption of the County Administrator role, will be determined through a collaborative effort at a later date.

Poll Managers Needed For June Statewide Primary Elections
CONWAY, S.C. (June 3, 2024) - Horry County needs more poll managers for the June 11 Statewide Primary Elections. This is a rewarding opportunity to serve the community and play a vital role in the elections process.
Managers are paid $160. Previous experience in the last four years is a plus.
Interested community members must be 16 years or older to apply. If 18 or older, poll managers must also be a registered voter.

Early Voting for Statewide Primary Elections to start May 28
Those registered to vote in the upcoming Statewide Primary Elections have the option to vote early. Voters must be registered to vote in either the Democratic or Republican Primary. Voters cannot vote in both.
Early Voting is available in-person May 28, 2024, to June 7, 2024, from 8:30 a.m. to 5 p.m. each day at four locations in Horry County:

Horry County Legacy Business Recognition Ceremonies On May 7, 2024
North Myrtle Beach & Little River, South Carolina – The Horry County Historic Preservation Commission’s Legacy Business Recognition Program will recognize three area businesses on May 7, 2024 with ribbon cutting ceremonies. A ceremony will be held at Beachwood Golf Club at 10:00 a.m., North Myrtle Beach Times at 10:45 a.m., and Eagle Nest Golf Club at 11:45 a.m. The ceremonies are free and open to the public.
Beachwood Golf Club was opened in 1968 by Dick Elliott, Blakeney Jackson and Carl King Rust. Since inception, this has been an owner operated course and has served Horry County for 56 years. The club has hosted many prominent events over this time: 1989 Carolina Open;1990 Carolina Seniors PGA Championship; 1992 Carolina Seniors PGA Championship; and the1992 Golf Writers of America. Beachwood Golf Club is located at 1520 Highway 17 South in North Myrtle Beach.
Eagle Nest Golf Club opened in 1971. This course was built by owner Dick Elliott and Gene Hamm and associates. The course immediately became an icon in the North Myrtle Beach area. Named after the resident bald eagle’s nest, the Club still serves Horry County. Eagle Nest Golf Club is located at 401 Eagles Nest Road in Little River.
For the past 50 years, The North Myrtle Beach Times has been the "official" North Myrtle Beach community newspaper. North Myrtle Beach Times was founded in 1971 by Polly Lowman. North Myrtle Beach Times is located at 203 North Kings Highway in North Myrtle Beach.

Horry County preparing for the June Statewide Primary
The Statewide Primary Election is set for Tuesday, June 11, 2024 for both the Democratic Party and the Republican Party. You can vote in either Primary, but not both. All polling locations in Horry County will be open from 7 a.m. to 7 p.m.
Voters are encouraged to check their voter registration is up to date and find their polling locations before the Primary date. Voters can do so at SCvotes.gov.
- The deadline to register to vote in person is Friday, May 10, 2024.
- The deadline to register to vote online, by fax, or by email is Sunday, May 12, 2024 at 11:59 p.m.
- The deadline to register to vote by mail is Monday, May 13, 2024 (must be postmarked by this date)

One precinct will change for the Statewide Primary only. Racepath #2 (formerly at Whittemore Park Middle) will be combined with Racepath #1 at the Conway Senior Center. These voters will receive a notice from the Horry County Voter Registration and Elections. This change comes as the school is moving to its new location.
Voters who would like to vote 'Absentee by Mail' for the Statewide Primary Election are encouraged to complete the absentee applications before May 31, 2024. Those applications must be received by the Board of Voter Registration and Elections Office by May 31, 2024. Community members have the option to fill out the application in person at the Horry County Voter Registration and Elections Office.
Horry County Voter Registration and Elections will conduct public tests on all voting equipment and the 450 scanner that will be used for the June Statewide Primary.
The voting equipment test is scheduled for Monday, May 6- Friday, May 10, 2024 from 9:30 a.m. to 4 p.m. each day, at the Board of Voter Registration and Elections Office, located at 1515 4th Ave., Conway, SC 29526. The test of the 450 Scanner is scheduled for Friday, June 7, 2024 at 8:30 a.m. at the Horry County Voter Registration and Elections Office.

2024 Reassessment: What To Expect
Real property owners in Horry County can expect a few things to happen in a reassessment year.
Certified Horry County appraisers or listers may visit your property. It will be clear that they are county employees, wearing County logos, possessing their County employee ID, and driving county vehicles. They do not need to enter the home to complete their evaluation.
If your property’s assessed value increases by more than $1,000, you can expect to see an assessment notice in the mail during Summer 2024. We ask that you review these notices carefully, as the assessed value directly affects the amount of taxes you may owe. You will have 90 days from the notice date to appeal.
Please note: any increase in the Taxable Value of real property, like your home, is limited to 15% within 5 years, regardless of how much the Fair Market Value as determined by the Assessor grows. However, that limit does not apply to the fair market value of additions or improvements, or assessable transfer of interest (meaning the property was transferred to a new owner. New owners of the property would pay taxes based on the property’s worth at the last date of the previous year).
You can expect to see your property tax bill in early Fall. If you did not receive an assessment notice in the summer, you will have until the payment deadline in January to appeal your property tax bill. All appeals are processed in the order they are received.
IMPORTANT: Homeowners, if you are a permanent resident (meaning you live in your property full time), remember to apply for the ‘legal residence’ or ‘homestead’ exemptions as soon as you acquire the property. You should plan to apply anytime you purchase and move into a different property. This helps ensure your taxes will be at the appropriate rate and limits delays in acquiring the special tax assessment rate. If you already qualify for the property you currently live at, you do not need to reapply. Veterans can apply for particular exemptions at the state level through SCDOR. You can find the links to apply for the legal residence or homestead exemption online at https://www.horrycountysc.gov/tax-payer-services/.

Grand Opening for Middle Ride Avenue Extension Set for May 1, 2024
The grand opening ceremony for the new Myrtle Ridge Avenue Extension is set for 9:30 a.m., Wednesday, May 1, 2024.
The ceremony will take place at the intersection of Middle Ridge Avenue and Myrtle Ridge Drive, in front of the roundabout, accessible from the Walmart side.
Speakers will include Horry County Council, Horry County Administration, 'Road Improvement and Development Effort' (RIDE) program leadership, and project contractors and partners.
Rather than a ribbon-cutting, the event will conclude with a ceremonial barricade removal and the 'first ride' of the new route, as well as light refreshments.

Joint Gathering Dinner
Members of the Horry County Council and Myrtle Beach City Council will meet for dinner at 6 p.m., Thursday, April 25, 2024, at Swing & Swine in Myrtle Beach, SC.
The dinner is not a formal meeting, and there will be no official actions or votes taken. This is a chance for councilmembers to get to know one another better. No specific discussion topics are planned.
The public is welcome to attend, although dinner is only being served for Council members and senior staff.
Again, no official action will be taken by either Council.

The Horry County Legislative Delegation is currently seeking applicants for the following boards/commissions that has vacancies, expired terms, or terms that expire in the near future:

UPDATE 2/28/24: International Drive Reopens & Resumes Normal Traffic Following SCDNR Controlled Burns
As of Feb. 28, 2024, International Drive has reopened and resumed normal traffic flow following controlled burns by South Carolina Department of Natural Resources in the vicinity earlier this week.
Per SCDNR, no more controlled burns are planned for the area the remainder of the week.
While the roadway is now open, there may be lingering smoke that could impact visibility this evening.
Community members are encouraged to use caution while driving nearby.

Conway, SC (Feb. 23, 2024) -- The South Carolina Department of Natural Resources (SCDNR) intends to perform controlled burns in the vicinity of International Drive on Monday, Feb. 26, 2024, through Friday, March 1, 2024.
Prescribed burns are set intentionally for purposes of forest management and to prevent uncontrolled forest fires. The controlled burn will reduce the accumulation of flammable fuels on the forest floor under SCDNR's planned land management program.
This controlled burn will require a temporary road closure of International Drive, from SC Highway 90 to Ocean Bay Elementary School, for all traffic.
The closure is expected to go into effect after 8 a.m. Monday, Feb. 26, 2-24, and reopen the evening of Friday, March 1, 2024. This schedule is based on the most current weather forecast and is subject to change.
Law Enforcement will be enforcing the road closure.
Access to the Horry County Solid Waste Authority facility on Highway 90 will remain open but only from SC Highway 90. The community member Recycling Convenience Center on International Drive, by the ballfields, will remain open during normal hours, but only accessible from the SC Highway 31 end of International Drive.
Please plan your travel accordingly. Alternate routes may include US Highway 501 and SC Highway 22.

Reminder: Temporary changes to polling locations for Presidential Preference Primaries
Community members registered to vote in the Republican Presidential Preference Primary are reminded to verify their polling location for the Primary held Saturday, Feb. 24, 2024. Polls will be open 7 a.m. to 7 p.m.
Voters can verify their polling location for the February Presidential Preference Primaries here.
Horry County will see 59 polling sites combined or changed for the Democrat and Republican Presidential Preference Primaries in February.
These changes were made at the direction of the Democrat and Republican parties and the State Election Commission to help save on costs. The changes are allowed under SC Law.
Voters can expect these temporary polling location changes to return to normal locations for the June primaries.
The Democratic Party Presidential Preference Primary was held Saturday, Feb. 3, 2024.

Closures & Updates
The Horry County Animal Care Center is closed to the public until at least Friday, March 1, 2024.
During the closure, the HCACC will not be able to conduct in-person adoptions, nor accept owner surrenders or stray intakes.
Ducks and chickens are available to adopt by appointment only. Please call 843-915-5172 to schedule.
Staff will continue to care for all animals on-site for the duration of the closure.

Early Voting to be held next week for Presidential Preference Primary
Voters in Horry County will have the chance to take part in early voting for the Republican Presidential Preference Primary Feb. 12 – 22, 2024.
To participate, voters must have registered to vote in the Presidential Preference Primary. The registration deadline was Jan. 25, 2024.
Early voting is held at three locations in Horry County:
- Horry County Voter Registration Office at 1515 4th Ave., Conway, SC 29526
- South Strand Recreation Center at 9650 Scipio Ln., Myrtle Beach, SC 29588
- North Strand Recreation Center at 120 Hwy. 57 S., Little River, SC 29566
Early voting is held 08:30 a.m. to 6 p.m. each day. Polling locations are closed on Sunday, Feb. 18, and Monday, Feb. 19, 2024 (President’s Day).

Temporary change to polling locations for Presidential Preference Primaries
Reminder: Horry County will see 59 polling sites combined or changed for the Democrat and Republican Presidential Preference Primaries in February.
These changes are based on guidance from the Democrat and Republican Parties and the State Election Commission. These temporary precinct changes will return to normal locations for the June primaries.
The affected precincts and their temporary voting locations for the Presidential Preference Primaries can be found under “PPP Precincts Combined” here.
The Democratic Party Presidential Preference Primary is set for Saturday, Feb. 3, 2024. The Republican Party Presidential Preference Primary is set for Saturday, Feb. 24, 2024. Polling locations will be open from 7 a.m. to 7 p.m.

RIDE 4 Sales Tax Commission Announces Public Information Meetings
Throughout January and February 2024, the Horry County Sales Tax Commission will host Public Information Meetings to provide details, answer community members, and accept written comments regarding the Commission's recommended transportation projects list.
Meetings will occur on the following dates at the listed locations:

County Closed Jan. 9, 2024 Due to Storm System
Horry County Government's offices and facilities will be closed, Tuesday, Jan. 9, 2024, due to a storm system that will bring rain and strong winds to the area.
Horry County Solid Waste Authority facilities will also be closed, and Parks & Recreation and Library programs canceled on Tuesday.
Public safety departments will continue to provide critical services.
Myrtle Beach International Airport remains open but passengers should check the status of their flights with their airlines.
Normal operations are anticipated to resume on Wednesday, Jan. 10, 2024.
Residents may continue to do business with Horry County departments at any time on the county's website at www.horrycountysc.gov

County Council Declares Local State of Emergency
Horry County Council has declared a localized state of emergency to adopt emergency ordinances to meet public emergencies affecting life, health, safety or the property of the people in our area.
The declaration will remain in effect for sixty (60) days unless sooner terminated by resolution by County Council.

Property tax payments due January 15, 2024
The due date for property tax payments in Horry County is approaching.
Real estate tax payments are due January 15, 2024. Tax bills were sent in October 2023.
Everyone has the right to appeal until the tax due date. Appeals are processed in the order they are received.
If you have questions about your property tax bill, visit tax payer services here or contact the Assessor’s Office at 843-915-5040. Callers who opt to speak with a customer service representative may encounter delays. Please be patient as staff work diligently to address the needs of all callers and office visitors.

Postal Service Error Impacts Tax Payments
Due to an error with the U.S. Postal Service, mail recently sent to the Horry County Treasurer's Office tax payment mail box (PO Box 1780, Conway, SC) may have been returned as “Undeliverable” or “Box has closed”.
The Horry County Treasurer's Office is in communication with the USPS and staff are working to get the error corrected.
In the meantime, community members can mail tax payments to Horry County Treasurer, PO Box 1237, Conway, SC 29528.
Community members can also visit the Horry County Taxpayer Services webpage 24/7 or visit one of the four Treasurer's Office locations to make your payment in-person during regular business hours.

Horry County Government Offices and Facilities to Open with Delay Due to Storm Impacts
“Home for the Pawlidays” holiday foster program continues in December
After a successful Thanksgiving ‘pawliday’ foster program, the Horry County Animal Care Center will host a second, extended event of the Home for the Pawlidays holiday foster program in December.
This program allows community members to bring a shelter animal home for a temporary foster period over the winter holiday season.
Interested fosters can visit the Animal Care Center from December 19-21, or December 23, 2023 to pick up a foster pet during normal shelter hours. Then, fosters can return the furry holiday guest to the Animal Care Center from Dec. 27-29, 2023, or make it a permanent adoption.
“After the success of the Thanksgiving holiday program and feedback from our community, we decided to extend the program’s pick-up to four days, including a Saturday opportunity. We hope the extension allows more of our community the chance to foster an animal and change a life this holiday season.” Brittany Martin, Office Manager, said.
Fosters are an invaluable part of the ACC’s shelter operation. In general, fosters provide shelter pets with a break from the noise of the shelter. Fostering also helps shelter staff learn more about the animal, in ways that may not be possible in a shelter environment.
Over the 2023 Thanksgiving Holiday, 7 dogs were fostered. Of those, 3 were adopted by their foster families and 4 were adopted after they were returned.
“Fostering is a rewarding experience that can change the lives of the shelter animal, those fostering the animal, and any future adopters.” Horry County Police Lt. Kevin Cast said. “We encourage the community to consider opening their hearts and homes to an animal in need this holiday season if they are able to do so.”
The Horry County Animal Care Center is open Monday through Friday, 10:30 a.m. to 4:30 p.m. (with an hour closure at 12:30 p.m.), and Saturdays, 10:30 a.m. to 12:30 p.m.

Property Tax payments due January 2024
Reminder for property owners – property tax payments are due January 15, 2024.
Property tax bills were sent to owners in October 2023. Everyone has the right to appeal until January 15, 2024. Appeals are processed in the order they are received.
The property tax bill is the final one at the current value before reassessment in 2024. All property in Horry County will be reassessed in 2024.

Bring an animal "Home for the Pawlidays" with Animal Care Center's foster program
The Horry County Animal Care Center hosts the Home for the Pawlidays holiday foster program for the second consecutive year.
Interested fosters can join the Animal Care Center on Wednesday, November 22, 2023, to pick up a shelter animal to spend the Thanksgiving holiday with. Then, fosters can return the animal on Monday, November 27, 2023, or make it a permanent adoption, if you have fallen in love. The same program will repeat over the Christmas holiday in December.
This program allows community members to bring home a shelter animal for a temporary foster period over the winter holiday season. In the first year of the event, 20 shelter animals were fostered. 10 of those turned into permanent adoptions.
The hope is to give anxious animals a break from the noise of the shelter. The ACC also hopes the program will bring the joy of having a pet to more community members, including those who love animals but may not be in a position to adopt right now.
Fosters are an invaluable part of the ACC's operation. By fostering or adopting an animal from the Animal Care Center, you are opening a space for another animal who may need help. Can you open your heart and home to an animal in need?

Horry County Government Lifts Burning Ban
Conway, South Carolina (November 6, 2023)—Effective immediately, Horry County Government has lifted the outdoor burning ban for the unincorporated areas of Horry County. We ask you to continue to follow all regulations set forth in the Horry County ordinance regarding open burning. More information about open burning in Horry County can be found here: https://www.horrycountysc.gov/departments/fire-rescue/open-burning/.
As a reminder, all open burning in Horry County requires you to contact the South Carolina Forestry Commission at 1-800-986-5404, before the burn is started.
Even when the burning ban is not in place, we ask for consideration and due diligence when actively involved in open burning. Always remember to lean on the side of safety, and do not burn in windy or dry conditions.

Horry County Initiates Burning Ban Until Further Notice
Conway, South Carolina (Oct. 31, 2023)—Due to current weather conditions, Horry County Government has initiated an outdoor burning ban effective sunrise Wednesday, Nov. 1, for the unincorporated areas of Horry County. This ban will remain in place until further notice. The ban has been initiated due to the extreme fire danger as a result of the low relative humidity, dry and windy conditions. All outdoor burning, including permitted burns, is strictly prohibited during the ban, and those involved in any open burning would be in violation of the law.

A link to pay taxes online can be found on the Horry County website homepage, by clicking ‘I want to pay my taxes’.
Keep in mind, any delinquent tax owed must be paid before paying any current tax owed. Also, the SC Department of Motor Vehicles (SCDMV) will not accept the receipts generated from online payments. The SCDMV requires an original receipt generated in the Treasurer’s office.

Welcome to Horry County, DC BLOX
On Tuesday, Oct. 10, 2023, Horry County Council and Staff joined with Myrtle Beach Regional Economic Development Corporation, City of Myrtle Beach, and other partners to commemorate the grand opening of the DC BLOX facility within the Myrtle Beach International Technology & Aerospace Park (ITAP).
As Governor McMaster, County Council Chairman Johnny Gardner, and Myrtle Beach Mayor Brenda Bethune shared in their remarks, the introduction of DC BLOX represents another step toward increasing the Horry County community’s global presence and future opportunities.
DC BLOX is a data storage company that provides the digital infrastructure for international communications. The ITAP facility is equipped to host multiple subsea cables—the first of their kind in South Carolina—as well as traditional workspaces for the necessary network and cable operators, communications providers, local enterprises and partners.
Among those who use the local DC BLOX digital infrastructure are Google and Meta.
“The tech hub DC BLOX is creating is preparing our County for the future. Congratulations on your new facility in Horry County,” said Gardner.

Joint Gathering Dinner - Oct. 12, 2023
Members of the Horry County Council and Myrtle Beach City Council will meet for dinner next week.
The dinner begins at 6 p.m., Thursday, Oct. 12, 2023, at the Cypress Inn, 16 Elm St., Conway, SC 29526.
The dinner is not a formal meeting with official actions or votes, but a chance for the councilmembers to get to know one another. No specific discussion topics are planned. Instead, members of the two councils will share a meal and chat informally as individuals.

Roads Closed, Repair Work Underway After Idalia
Horry County Government crews are actively working to assess roadways, clear debris, and make repairs where needed in the aftermath of Tropical Storm Idalia.
Over the course of Wednesday and Thursday, Idalia brought heavy rains and flooding in low-lying areas across Horry County. As a result, some roads did sustain varying levels of damage, and others still have standing water at this time.
Community members are encouraged to heed road closure and detour signage, steer clear of damaged or water-covered roadways, and use alternate routes.
To report a road or drainage issue during regular working hours, call the hotline at 843-381-8000. After-hours, use the non-emergency dispatch line at 843-248-1520.
To stay informed about local roads that may be impacted, community members can use the Horry County Road Closures map.
For information about state roads, use the SCDOT Road Conditions map.

Horry County Closures & Delays - Aug. 30-31, 2023
Horry County Government's facilities will close at 5 p.m. today, Wednesday, Aug. 30, 2023, and open with a delay at 10 a.m., Thursday, Aug. 31, 2023, due to expected impacts from Hurricane Idalia.
All Horry County Parks & Recreation centers, ball fields, and parks, as well as Horry County Memorial Library branches, will be closed beginning at 5 p.m. Wednesday, Aug. 30, 2023.
Tropical storm conditions are expected overnight and into the early morning. With the changing nature of the storm and the potential for additional hazards, it is prudent for the county to protect staff, residents and visitors.
Public safety departments will continue to provide critical services.
Myrtle Beach International Airport remains open but passengers should check the status of their flights with their airlines.

PREVIOUS RELEASE BELOW
(Aug. 29, 2023, 8:45 a.m.) - Horry County Emergency Management Department moves to OPCON 2 (Level 2 Operation Condition) on Tuesday, August 29, 2023 as of 8:00 a.m., meaning the county is operating in a heightened state of awareness with emergency plans beginning to be implemented.
County officials have begun discussions with the South Carolina Emergency Management Division, coastal communities including local municipalities, and will continue to monitor the situation closely.
The Horry County Emergency Operations Center is not currently activated, however, Horry County Emergency Management will continue to keep the public aware of changes in the forecast and appropriate action will be taken as necessary.
In anticipation of possible effects on Horry County from the tropical system, Horry Emergency Management wants to remind all citizens to prepare by:
- Surveying your property to mitigate potential flooding, such as making sure storm drains and gutters are clear of debris.
- Bringing in or securing yard items and decorations.
- Avoiding flooded roadways.
- Continually monitoring reputable weather information sources such as local media or the National Hurricane Center for the most up to date hurricane information.

Update for Contractors in Horry County: Residential Pool Installations
Horry County Code Enforcement has issued an advisory to alert all area contractors to a South Carolina legislative change concerning licensure. The update, known as Bill H4115, was passed on May 10, 2023, and is now in effect for all newly issued permits in Horry County.
The legislation includes significant changes to the licensure requirements for General Contractors and specifically impacts license requirements for the installation of residential pools. According to the update, the installation of residential pools must now be carried out by either a licensed General Contractor with a Swimming Pools subclassification or a licensed Residential Builder.
The legislation also requires that the value of work to be performed on residential pools must fall within the licensee's cost threshold. This means contractors must have a valid license that covers the total cost of the pool installation project.
Exemption for Homeowners:
Under the new regulations, homeowners themselves have the option to pull a residential pool permit without hiring a contractor. To do this, they can submit a copy of a "Homeowner's Disclosure Statement" recorded at the Horry County Register of Deeds, along with their permit application.
The "Homeowner's Disclosure Statement" outlines essential details about the hiring of licensed contractors and the potential consequences of engaging in work without a proper license, as required by Chapter 11 Title 40 of the South Carolina Code. It is crucial for homeowners to be fully aware of their obligations and the potential risks associated with non-compliance.
Grandfather Clause for Existing Permits:
Bill H4115 does not apply retroactively to swimming pool permits previously issued or currently under construction with an active permit.
Horry County Code Enforcement encourages all contractors and homeowners involved in residential pool installations to carefully review the attached documents: SCLLR Notice, CLB2023 Legislative Update, and the Homeowner's Disclosure Statement. Hurricane Preparedness Presentation - July 24, 2023
Horry County Emergency Management and Horry County Public Information will host a hurricane preparedness presentation at the Socastee Library on Monday, July 24, 2023, at 5 p.m.
Attendees will be able to learn about the hurricane history of our region, current hurricane evacuation zones, steps to take before a hurricane, and recovery after a hurricane.

Legacy Business Recognition Program
The Horry County Historic Preservation Commission’s Legacy Business Recognition Program will recognize seven area businesses on July 20, 2023, with ribbon-cutting ceremonies.
Ceremonies will occur at the following times and they are free and open to the public:
- Carolina Appliance & Furniture at 10 a.m.
- Wiegand Real Estate at 10:30 a.m.
- Corlous Beauty Shop at 11:15 a.m.
- Tyson Sign Company at 1:45 p.m.
- Spann Roofing & Sheet Metal at 2:30 p.m.
- C. A. Timbes at 3:15 p.m.
- Grady’s Jewelers at 4 p.m.
Here's a bit more about each of these historically significant spots!

In 1968, Henry Jordan opened Carolina Appliance & Furniture. The current owner is his son, Alan Jordan. The store is located at 307 Laurel Street in Conway.
Wiegand Real Estate, was opened by William Earl Wiegand, Jr. in 1953. This family business is currently owned by Joann Wiegand and her son William Earl Wiegand III. The business is located at the original location in the original building at 2515 Church Street in Conway. The building cost $600 to build!
Corlous Beauty Shop was opened in 1969 and is still owned by the original owner, Corlous Skipper. It is also still in the original location of 736 6th Avenue, Loris.
In 1957, S. R. Spann partnered with 3 other businessmen to purchase Ammons, Inc. and opened with 7 employees. In 1968 Spann, Inc. sold off the appliance section of the business to focus on the HVAC and roofing sections. The HVAC section split off in 1975 and Spann Roofing and Sheet Metal continued expanding and now employs 87 workers. Spann Roofing is located at 459 Allied Drive in Conway.
C. A. Timbes Sr. opened C. A. Timbes, Inc. in 1944, operating out of his garage, with 1 truck and $12 worth of merchandise. Later he hired his brother to drive the truck and C. A. Timbes Jr. started working on the truck at the age of 7. C. A. Timbes III joined the business after college in 1987, although his dad says he has been in the business since he was old enough to walk. The business is located at 289 Hwy 544.
Grady opened the family store, Grady’s Jewelers, in February of 1970 with only a handful of jewelry. With the help of his wife Adelle, they created a thriving business in downtown Conway. Their daughter, Dawn, took over ownership of the store in the early 2000’s and the business has continued to flourish.

The Horry County HOME Consortium is seeking applications under the HOME Investment Partnerships Program (HOME) for homeowner projects. The application process will focus on homeowner construction projects.
HOME funds may be used to develop affordable homeownership housing through the acquisition, new construction, reconstruction, or rehabilitation of affordable housing. Activities may include real property acquisition, site improvements, new construction, rehabilitation, reconstruction, conversion, and other expenses including financing costs and temporary relocation expenses of any households, businesses, or organizations. The deadline for applications is July 24, 2023 at 5 p.m.
Additionally, applications for CHDO certification and CHDO operating assistance are available for qualifying organizations with a CHDO-eligible project submission.

Local Vendor Initiative Meet & Greet - June 27, 2023
Horry County Procurement is hosting a Local Vendor Initiative Meet & Greet on Tuesday, June 27, 2023, at the Carolina Forest Recreation Center.
Sessions will take place 9 - 11 a.m., 12 - 2 p.m., and 6 - 8 p.m. at 2254 Carolina Forest Blvd., Myrtle Beach, SC 29579.
Local vendors (i.e. businesses providing goods and services) are invited to attend one of three sessions to meet Horry County Departments, receive assistance to register as a vendor, and sign-up to receive notifications for upcoming projects.
As always, Horry County remains committed to an open and fair procurement process and wishes to offer every opportunity possible to our local business community.

Peter Vaught Sr. Boat Landing Reopens Ahead of Schedule
The Peter Vaught Sr. Boat Landing at the Highway 22 and Highway 17 interchange has reopened weeks ahead of schedule!
From April 26, 2023, to May 11, 2023, the landing was closed as crews worked to install new docks and conduct routine maintenance. The work was initially expected to last through the beginning of June 2023.
Horry County Parks & Recreation looks forward to welcoming the community back for the busy summer season!

This scenic race provides stunning morning views as you follow multiple hiking trails and wooden boardwalks across salt marshes and small islands along the Intracoastal Waterway.

Boat Landing Temporarily Closes for Updates
The Peter Vaught Sr. Boat Landing at the Highway 22 and Highway 17 interchange will be closed from Wednesday, April 26, 2023, to Thursday, June 1, 2023, for repairs. Crews will be working to install new docks at the landing.
Whether you love to boat, kayak, or jet ski, the enhancements will help provide a safer experience for all guests. Horry County Parks & Recreation looks forward to welcoming the community back for the summer season!
The closest open boat landings are the T. Craig Campbell and Johnny Causey Landings at Highway 17 in North Myrtle Beach traveling north on the Intracoastal Waterway, and the Socastee Yacht Basin at Highway 544 in Socastee traveling south on the Intracoastal Waterway.

Temporary Road Closure due to Carolina Forest Senior Center Construction
The access road to the Palmetto Adventure Land (PAL) Playground will be closed on Monday, May 1, 2023, as crews install water lines at the new Carolina Forest Senior Center.
The senior center is adjacent to the Carolina Forest Library off of Carolina Forest Boulevard.
Please plan accordingly!

Check the Mail for Exemption Audit Notices
If you received a bright green envelope that says "Horry County Exemption Audit Notice," please do not throw it out.
The letter inside is a reminder that the Horry County Assessor's Office is missing documentation regarding your legal residence application.
Notices were sent out Tuesday, April 18, 2023, to anyone who was given "provisional or conditional" approval of their legal residence status, which effects the 4% resident property tax rate for a limited time, pending submission of supporting documents.
Missing documents can be submitted via email, fax, or mail. The deadline to turn in missing documents to avoid a rebill at the higher property tax rate (6%) is Wednesday, May 31, 2023.

Horry County Stormwater will begin conducting ground spraying (from trucks) on Monday, April 24, 2023. Weather permitting, the spraying will be conducted Monday through Thursday in the evening throughout various parts of the County.

Boat Landing Temporarily Closes for Updates
The Peter Vaught Sr. Boat Landing at the Highway 22 and Highway 17 interchange will be closed from Wednesday, April 26, 2023, to Thursday, June 1, 2023, for repairs. Crews will be working to install new docks at the landing.
Whether you love to boat, kayak, or jet ski, the enhancements will help provide a safer experience for all guests. Horry County Parks & Recreation looks forward to welcoming the community back for the summer season!
The closest open boat landings are the T. Craig Campbell and Johnny Causey Landings at Highway 17 in North Myrtle Beach traveling north on the Intracoastal Waterway, and the Socastee Yacht Basin at Highway 544 in Socastee traveling south on the Intracoastal Waterway.

Ongoing Road Construction: Waccamaw Drive Beach Accesses
Work began Tuesday, April 18, 2023, to repair damage sustained to the Garden City beach accesses during Hurricane Ian.
The following accesses are experiencing intermittent closures to allow for asphalt repairs and parking striping:
- Holly Avenue (Access #2)
- Azalea Avenue (Access #3)
- Oak Avenue (Access #7)
- Anglers Drive (Access #9)
- Seabreeze Drive (Access #13)
- Calhoun Drive (Access #14)
Weather permitting, starting next week, there will be lane closures on North Waccamaw Drive between Hawes Avenue and Calhoun Drive between the hours of 7 a.m. and 5 p.m.
The road will remain open with flagging operators working to allow traffic to get through the area during this time, but we ask that community members and visitors adjust their routes and plan accordingly.

REMINDER: Road Closure - International Drive - April 16, 2023
On Sunday, April 16, 2023, from 5 a.m. to 12 p.m., a portion of International Drive will be closed to vehicle traffic as runners and walkers compete in the Horry County Parks & Recreation Robbie Jordan Memorial Road Race.
International Drive will be closed from the entrance to Ocean Bay Middle School to the entrance to Lewis Ocean Bays Heritage Preserve.
Please use alternate routes to prevent traffic delays.

On Thursday, April 13, 2023, beginning at 9 a.m., Horry County Council and staff will hold Spring Budget Retreat in the Multipurpose Rooms of the Horry County Government & Justice Center (1301 Second Ave., Conway, SC 29526). During the meeting, a discussion of County finances and budgetary needs will occur.

Horry County Receives Budget Award for 34th Consecutive Year
Horry County Government has been awarded the Distinguished Budget Presentation Award from the Government Finance Officers Association for the 34th consecutive year.
The GFOA award is designed to recognize high-quality budget documents that exhibit concerted efforts to improve budget transparency in the community.
In order to receive this award, a governmental unit must publish a budget document that meets program criteria as a policy document, as an operations guide, as a financial plan, and as a communication device. The award is valid for a period of one year.
Horry County is proud of the hard work of Team Horry to continue achieving the highest standards in government accounting and financial reporting. The Finance Department was recognized during the Administration Committee meeting on Tuesday, Feb. 28, 2023.

$56M in Federal Funds for Storm Risk Management
The U.S. Army Corps of Engineers, Charleston District, has been granted $56 million to address extensive beach and dune erosion along the Grand Strand--including parts of unincorporated Horry County--that were impacted by Hurricane Ian.
Planning is already underway to initiate the federal beach renourishment project.
The Garden City and Surfside Beach area is estimated to receive 500,000 cubic yards of sand. Myrtle Beach is estimated to receive 650,000 cubic yards of sand. North Myrtle Beach is estimated to receive 350,000 cubic yards of sand.

Fee-Free Adoptions at the Horry County Animal Care Center
The Horry County Animal Care Center (ACC) is currently home to more than 150 animals, and space is incredibly tight.
Until shelter staff can find homes, fosters, or rescues for some of the existing ACC animals, the shelter is very limited in the ability to take in more furry friends who may be in need.
How can the Horry County community help? Open your heart and home to a loveable, playful, sometimes sassy cat or dog, from our shelter family.
All adoptions are fee-free and every ACC adoptable is spayed/neutered, up to date on their vaccines, and microchipped for safety! Stop by, say hi, and you might just leave with your new best friend.
A variety of foster-eligible animals are also available. Even a short break from shelter life can provide animals with a much-needed opportunity to allow their best features to come forward and their true personalities to shine. Not to mention, being outside of the shelter also means the animals may meet their future forever families.

Upcoming Road Closure: Castlers Heights Road
Weather permitting, starting Tuesday, March 7, 2023, and going through Wednesday, March 8, 2023, a section of Castlers Heights Road will be closed from 8:30 a.m. to 2 p.m.
The closure will allow crews to install new sewage lines along the road.

Traffic Pattern Update: Old Reaves Ferry Road & Bear Bluff Road
On Wednesday, March 8, 2023, at 10 a.m., the Horry County Public Works and Engineering Departments will convert the intersection of Old Reaves Ferry Road and Bear Bluff Road to an ALL-WAY stop intersection.
New stop signs, warning signs, and stop lines will be added to Old Reaves Ferry Road at this intersection.
After this change is made, all traffic approaching this intersection will be required to stop.
Please adjust routes and routines accordingly, and follow the posted signage. Drivers in the area are urged to slow down, pay attention to all road signs, and drive cautiously to keep crews and motorists safe.
In case you need a reminder, Horry County Police Department provided this recap of procedures for four-way stops:
"The ‘First Car Rule’ says, the driver who is at or arrives before you at the intersection has the right-of-way.
Or, if you both arrive at the same time, the ‘Same Time Rule’ says the driver on your right at a four-way intersection controlled by stop signs has the right-of-way.
South Carolina Department of Motor Vehicles reminds every driver that, while right-of-way guidance is standardized, no one should assume they automatically have the right-of-way. That would be a recipe for disaster."

Guns & Hoses Charity Softball Tournament: Feb. 25, 2023
The annual Guns & Hoses Charity Softball Game will return to Pelicans Ballpark on Saturday, Feb. 25, 2023.
The event features an 8-team showdown between local first responders, including Horry County Police Department and Horry County Fire Rescue.
All proceeds from the event will benefit SOS Care's Project Lifesaver, in partnership with Horry County and the City of Myrtle Beach. Project Lifesaver is a transponder wristband program for those community members who are prone to wander, such as those with autism, dementia, or a traumatic brain injury.
Admission to the event is a $5 donation to SOS Care. The event will also include a hot dog buffet (while supplies last), raffle prizes, and more. Limited concessions will also be available for purchase.
All games and buffet proceeds benefit SOS Care's Project Lifesaver program for Horry County and the City of Myrtle Beach.

Survey Takers Needed: Housing and Community Development
The Horry County HOME Consortium is requesting assistance from the community in identifying the housing and community development needs for the three-county region of Horry, Georgetown, and Williamsburg Counties.
This feedback is being requested as a part of the development of the Horry County HOME Consortium 2023 – 2027 Consolidated Plan for Community Development Block Grant, HOME Investment Partnerships Program, and Emergency Solution Grant funding.
Responses will help to inform the funding priorities for the upcoming five-year consolidated planning period.

On Wednesday, March 8, 2023, at 10 a.m., the Horry County Public Works and Engineering Departments will convert the intersection of Old Reaves Ferry Road and Bear Bluff Road to an ALL-WAY stop intersection.
New stop signs, warning signs, and stop lines will be added to Old Reaves Ferry Road at this intersection.
After this change is made, all traffic approaching this intersection will be required to stop.
Please adjust routes and routines accordingly, and follow the posted signage. Drivers in the area are urged to slow down, pay attention to all road signs, and drive cautiously to keep crews and motorists safe.
In case you need a reminder, Horry County Police Department provided this recap of procedures for four-way stops:
"The ‘First Car Rule’ says, the driver who is at or arrives before you at the intersection has the right-of-way.
Or, if you both arrive at the same time, the ‘Same Time Rule’ says the driver on your right at a four-way intersection controlled by stop signs has the right-of-way.
South Carolina Department of Motor Vehicles reminds every driver that, while right-of-way guidance is standardized, no one should assume they automatically have the right-of-way. That would be a recipe for disaster."

The Horry County Sheriff’s Office 287(g) Program in conjunction with Immigration and Customs Enforcement, will conduct its annual Steering Committee Meeting on February 23, 2023.
The 287(g) program allows state and local law enforcement to enter into a partnership with ICE in order to receive delegated authority for immigration enforcement within their jurisdictions. This meeting is open to the public and will be held at J. Reuben Long Detention Center (4150 J. Reuben Long Avenue, Conway, SC 29526).
The meeting will start at 11 a.m. on February 23, 2023.

Survey Takers Needed: Housing and Community Development
The Horry County HOME Consortium is requesting assistance from the community in identifying the housing and community development needs for the three-county region of Horry, Georgetown, and Williamsburg Counties.
This feedback is being requested as a part of the development of the Horry County HOME Consortium 2023 – 2027 Consolidated Plan for Community Development Block Grant, HOME Investment Partnerships Program, and Emergency Solution Grant funding.
Responses will help to inform the funding priorities for the upcoming five-year consolidated planning period.

Horry County Voters Registration & Elections Office will be closed from Wednesday, Feb. 15, 2023, through Friday, Feb. 17, 2023, as staff members attend training. Please plan accordingly.

A total of approximately $150,000 in CDBG and $175,000 in ESG funding will be made available for eligible projects.
Community Development Block Grant (CDBG) funds are provided by the U.S. Department of Housing and Urban Development (HUD) in order to improve local communities by providing decent housing, improved infrastructure, public facilities and services, and improved economic opportunities. Horry County Legacy Business Recognition: WLSC Tiger Radio
The Horry County Historic Preservation Commission’s Legacy Business Recognition Program will recognize WLSC Tiger Radio on February 9, 2023, with a ribbon-cutting ceremony.
The ceremony will be held at 11 a.m. at the radio station, and it will be free and open to the public.
WLSC signed on for the first time in August of 1958 at 1570kc. The original owner of the radio station was the Loris Broadcasting Company. Later the station moved to 1240 and changed the call letters to WVSL in 1984. By 1986, the station was reassigned the original call letters of WLSC. In 2009, WLSC became the new Tiger Radio and an Oldies presentation was adopted. From 2012 to 2015, WLSC featured talk radio and then made the switch to Classic Country, which it still features today. WLSC is located at 4011 Meeting Street, Loris, SC 29569.

Temporary Closure: Postal Way
Weather permitting, starting on Wednesday, February 8, 2023, and Thursday, February 9, 2023, Horry County will be closing the section of Postal Way from Muscadine Road to Babaco Court from 10 p.m. to 6 a.m.
The closure will allow crews to continue the installation of new drainage culverts along the roadway.

Real Property Tax Deadline - Jan. 15, 2023
Real Property tax payments are due by January 15th.
Tax notices were mailed on Oct. 1, 2022, for Real Property taxes, as well as certain taxes for mobile homes, watercraft, outboard motors, documented vessels, aircraft, furniture-fixture-appliance-equipment (FFAE), S.C. Department of Revenue and campers.
Tax payments can be made in-person at any Treasurer's Office location, by mail, or via a phone call. Payments can also be processed online by clicking "Tax Payments & Receipts" on the Online Services page of the Horry County website.

Hurricane Ian Update - SBA Disaster Assistance Loans Available
For business owners in Horry County who suffered damage from Hurricane Ian, the U.S. Small Business Administration is offering Disaster Assistance Loans to those in need.
There are three ways to apply.
First, you can visit the SBA Disaster Assistance Loans website.
Second, you can visit a Business Recovery Center in person. A center is located at the Litchfield Exchange (14363 Ocean Hwy Pawleys Island, SC 29585) in Georgetown County.
Third, you can apply by mail. Simply call 800-659-2955 to request a paper application to be sent to you.

Real Property Tax Deadline - Jan. 15, 2023
Real Property tax payments are due by January 15th.
Tax notices were mailed on Oct. 1, 2022, for Real Property taxes, as well as certain taxes for mobile homes, watercraft, outboard motors, documented vessels, aircraft, furniture-fixture-appliance-equipment (FFAE), S.C. Department of Revenue and campers.
Tax payments can be made in-person at any Treasurer's Office location, by mail, or via a phone call. Payments can also be processed online by clicking "Tax Payments & Receipts" on the Online Services page of the Horry County website.

Hurricane Ian Update - SBA Disaster Assistance Loans Available
For business owners in Horry County who suffered damage from Hurricane Ian, the U.S. Small Business Administration is offering Disaster Assistance Loans to those in need.
There are three ways to apply.
First, you can visit the SBA Disaster Assistance Loans website.
Second, you can visit a Business Recovery Center in person. A center is located at the Litchfield Exchange (14363 Ocean Hwy Pawleys Island, SC 29585) in Georgetown County.
Third, you can apply by mail. Simply call 800-659-2955 to request a paper application to be sent to you.

DIY in 2023: Parks & Recreation Craft Programs
The Horry County Parks and Recreation Department’s DIY Series is back in 2023!
These programs are a great way to spend quality time with friends and loved ones, all while creating something beautiful to take home.
We hope you’ll join us on Saturday, Jan. 21, for our DIY Series - Kids Edition at the Cochran administration building in Conway.
Although there is a waitlist for our cake decorating class, we’re still accepting regular sign-ups for pillow making. Both classes are primarily for children, but all ages are welcome.
If you can’t make these classes, we hope you’ll join us for DIY Series - Mod Podge! Mod Podge will include three fun themes - Valentine’s Day, Spring, and Easter - that we know you’ll enjoy.
Classes will be held on Saturday, Jan. 28 at the Cochran administration building in Conway, Saturday, Feb. 11 at the North Strand Recreation Center, and Saturday, March 11, again at the Cochran administration building.

Fireworks Safety for Horry County Animals
The flashing lights and ringing sounds of fireworks can be a source of great stress for many pets. When the booms begin, an animal's instinct is to run far and hide well--they may not know the way home when all is said and done.
Here are some pro tips from Horry County Animal Care Center to keep you and your animals safe this New Year's Eve.
Take these steps to protect your pet as we celebrate the start of 2023:
- Walk pets early in the day
- Secure pets indoors--a fence is not enough
- Turn on the TV or radio to drown out noise
- Close curtains or blinds to reduce flashing lights
- Keep pets busy and distracted with toys or treats
- Update ID tags and microchips with current info
Please don't let New Year's Eve be the night you lose your best friend.
If something unfortunate does happen, the ACC encourages you to call on the community--share a photo and information about your pet on local social media pages, and ask neighbors to keep an eye out. You can also place an item of clothing that smells like your pet's favorite person outside to help lure them home.

Traffic Pattern Notice: Postal Way
Horry County has established a permanent traffic pattern on Postal Way that will help ease congestion from traffic turning off Carolina Forest Boulevard.
Drivers will no longer turn left from Postal Way onto Renee Drive and will instead be directed onto Carolina Commercial Drive where an upgraded three-way intersection has been established.
These safety features will help address congestion along Postal Way as well as provide a more efficient traffic flow for Renee Drive.
Please note that going around the newly established traffic barriers is a traffic violation.

Disaster Recovery Center Set to Close, FEMA Help Still Available
The FEMA Disaster Recovery Center at the Carolina Forest Recreation Center (2254 Carolina Forest Blvd. Myrtle Beach, SC 29579) is set to close at 6 p.m. on Thursday, December 22, 2022, but FEMA help is still available.
FEMA specialists are on hand to help Hurricane Ian disaster survivors update information in your accounts and direct you to federal, state and community programs and assistance. FEMA is also continuing its work with the state and other partners to help South Carolina recover from the storm.
Through December 22, 2022, the Disaster Recovery Center hours of operation are 9 a.m. to 6 p.m. Monday-Friday; 9 a.m. to noon Saturday; closed Sunday.
Hurricane Ian survivors are encouraged to apply to FEMA for federal assistance before visiting a Disaster Recovery Center, or after the center closure. Here are some ways to apply:

- Use the FEMA mobile app
- Call the FEMA Helpline at 800-621-3362. Help is available in many languages. If you use video relay service (VRS), captioned telephone service or others, give FEMA the number for that service. Home for the Holidays - Short Term Foster Program
The Horry County Animal Care Center is hoping to place every possible shelter pet in a 'home for the holidays', and they need your help to do it!
In pursuit of that goal, the ACC is hosting two new holiday programs this year.
First, you can adopt a new friend--all adoption fees are waived until 2023.
Second, the ACC is seeking short term fosters to give animals a break from their kennels this Christmas.
Interested fosters can visit the shelter on Thursday, Dec. 22, 2022, any time between 10:30 a.m. and 6:30 p.m., to pick up an ACC animal to celebrate Christmas with.
The ultimate goal is to give shelter pets some extra love and attention during the giving season--take them home and treat them like one of your own.
Then, on Tuesday, Dec. 27, 2022, you can either return your foster to the shelter or, if you've fallen in love with those sweet puppy or kitty eyes, simply switch the foster to a permanent adoption.
Longer-term fosters are also an option for those who may be interested.

Here are some holiday security tips to help keep you, your home, and your valuables protected:
- Theft tends to rise in the months of November and December. Make sure you secure your home and vehicles each night.
- Dispose of your gift boxes and packages creatively. Leaving the 70" TV box by the curb on the trash day after Christmas is asking for trouble.

Video Recap - Fall Budget Planning Retreat
On Thursday, December 8, 2022, Horry County held the Fall Budget Planning Retreat to begin discussions of the budget for the next fiscal year.
During the meeting, County staff presented County Council with an overview of the County's current financial position, provided updates on upcoming and ongoing projects, and shared individual department needs.
The aim of the Fall Budget Planning Retreat is to provide County Council with information that enables them to give staff guidance on the desired direction of the budget. That conversation will continue over the coming months, ultimately resulting in the drafting of the budget in the Spring.

Disaster Recovery Center Now Open for Hurricane Ian Assistance
FEMA has opened a Disaster Recovery Center at the Carolina Forest Recreation Center (2254 Carolina Forest Boulevard, Myrtle Beach, SC 29579) in Multipurpose Room B.
The hours of operation are 9 a.m. to 6 p.m. Monday through Friday; 9 a.m. to noon Saturday; closed Sunday.
Specialists at the recovery center can help you update your FEMA applications and learn more about state and community programs, as well as other available assistance. Personnel can clarify information you have received from FEMA; explain the rental assistance available to homeowners and renters; fax your requested documents to a FEMA processing center; and, scan or copy new information or documents needed for case files.
Hurricane Ian survivors are encouraged to apply to FEMA for federal assistance before visiting a Disaster Recovery Center. Here are other ways to apply:

Horry County Fire Rescue Groundbreaking Livestream
On Thursday, Dec. 1, 2022, at 9 a.m., Horry County Fire Rescue will hold a groundbreaking event to mark the beginning of the construction of yet another new community fire station.
This event will celebrate the future HCFR Station 4 in the Forestbrook area.
Speakers will include members of Horry County Council and other community leaders.
A livestream of the event will be featured on the HCFR Facebook page.

Bucksport Community Meeting
On Thursday, Dec. 8, 2022, at 6 p.m., Horry County Government and the South Carolina Office of Resilience will hold a community meeting to discuss reducing flooding impacts, raising Big Bull Landing Road, and improving the Cowford Swamp Tributary Bypass Channel.
This event will take place at the James R. Frazier Community Center, located at 1370 Bucksport Road, Bucksport, SC 29527.

Ongoing Road Closures: Postal Way Extension
Weather permitting, intermittent road closures and periodic detours are expected to continue in the area of Postal Way in Carolina Forest.
These closures will continue through the remainder of the Postal Way Extension road construction project beginning at 9 p.m. and reopening at 6 a.m., weather permitting.
The project is a part of the RIDE III Program US Highway 501 Corridor Improvements. The project includes the extension of Postal Way easterly to Waccamaw Pines Drive with the installation of intersection improvements and sidewalks
Weather permitting, starting at 7 p.m. on Sunday, November 27, 2022, through Wednesday, November 30, 2022, Postal Way will be closed from Muscadine Road (near Publix) to Babaco Court. This closure will allow crews to install the required drainage structures.
We urge drivers in the area to slow down, pay attention to all road signs, and drive cautiously to keep our crews safe.

Thanksgiving Safety Tips
While the Thanksgiving holiday brings the joy of family, friends, and good food, it’s also America’s leading day for cooking fires.
Data from the National Fire Protection Association shows the number of cooking fires on Thanksgiving is three times higher than on any other day of the year.
Before you begin preparing your holiday feast, consider the following safety tips from Horry County Fire Rescue and Horry County 911 to ensure you and yours have a safe and enjoyable Thanksgiving.
- Begin holiday cooking with a clean stove and oven. Remove debris and grease before turning on your burners.
- Remain in the kitchen while cooking. Never leave the area unattended.
- Set a timer on your stove and check it frequently.
- Keep children away from the stove. Put away knives and other sharp utensils when they are no longer being used.
- In the event of an oven fire, turn off the heat and keep the door closed.
- Test your smoke alarms prior to cooking.
If a serious fire breaks out in your home, evacuate immediately and call 911.

HORRY COUNTY HOME CONSORTIUM COMPETITIVE APPLICATION FOR HOMEOWNER PROJECTS AND TENANT BASED RENTAL ASSISTANCE (TBRA) IS NOW OPEN
The Horry County HOME Consortium is seeking applications under the HOME Investment Partnerships Program (HOME) for homeowner projects and tenant based rental assistance projects. This application process will focus on homeowner construction projects as well as Tenant Based Rental Assistance (TBRA).
HOME funds may be used to develop affordable homeownership housing through the acquisition, new construction, reconstruction, or rehabilitation of affordable housing. Activities may include real property acquisition, site improvements, new construction, rehabilitation, reconstruction, conversion, and other expenses including financing costs and temporary relocation expenses of any households, businesses, or organizations.
The TBRA program provides for payments to make up the difference between what a household can afford to pay for housing and the local rent standard. TBRA funds may be used to provide rental assistance to help pay the cost of monthly rent and utility costs, and to pay security deposit assistance to tenants regardless of whether rental and utility subsidies are being provided. Utility deposit assistance may be provided only in conjunction with rental assistance subsidy or security deposit assistance, and cannot be a stand-alone TBRA activity.
The deadline for applications November 1, 2022 at 5 PM.
Additionally, applications for CHDO certification and CHDO operating assistance are available for qualifying organizations with a CHDO-eligible project submission. Applications and reference documentation are also available at: https://www.horrycounty.org/Departments/CDBG. Fire Station Grand Opening
Grand Opening for the Longs Fire Station Join Horry County officials on Tuesday, July 26, 2022 beginning at 10 a.m. for the Grand Opening Ceremony for the Horry County Fire Rescue Station 13 in Longs. The station is located at 801 SC-9 in Longs, South Carolina. For those who can’t attend in person, this event will be livestreamed on HCFR’s Facebook page beginning at approximately 10 a.m.
Waccamaw River FCSA Signing Begins Flood Risk Study
Horry County and the U.S. Army Corps of Engineers, Charleston District will sign a Feasibility Cost Share Agreement to study flood risk management of the Waccamaw River tomorrow at 10 a.m. in the Multipurpose Rooms of the Horry County Government and Justice Center. The purpose of the study is to determine if there are feasible and cost-effective measures to reduce the risk of flooding impacts to communities in the watershed, with a focus on Horry County where significant flooding has occurred in recent years. This cost share agreement allows the Federal government and the County to invest equally in this $3M study to find ways to address a complex flooding problem that will benefit South Carolinians locally and regionally.
