Intro

Horry County's Community Development Office is the hub for grants applied for by Horry County Government. The Community Development staff administers numerous federal and state grants and assists County departments with finding, applying for and ensuring compliance with grantor requirements.

Housing Grants

The HOME Investment Partnerships Program (HOME) is designed to preserve and develop affordable housing units for low-income persons. Eligible activities include homeowner-occupied housing rehabilitation, homeowner new construction, rental acquisition and rehabilitation, rental new construction, and tenant-based rental assistance.

The Community Development Block Grant (CDBG) entitlement program provides annual grants through the U.S. Department of Housing and Urban Development (HUD). Providing projects and programs benefitting low- and moderate-income persons. Eligible projects include infrastructure improvement, public facilities and services, and owner occupied housing rehab.

The Emergency Solutions Grant is a HUD program that focuses on funding for homelessness prevention, rapid rehousing, street outreach, veteran services, rehabilitation or conversion of buildings for use as emergency shelter for the homeless, and for essential services related to emergency shelters.

Horry County utilizes CDBG and other funding, as available, to provide repairs for qualifying low to moderate income households in order to retain safe decent affordable housing. Assisted residences must be located in unincorporated Horry County and qualifying households must meet income restrictions. Households must be at or below 80% of the area median income (AMI) for Horry County based upon the income limits published annually by the United States Department of Housing and Urban Development (HUD).

Other Grants

Horry County will receive $68.8 million of federal funding through the State and Local Fiscal Recovery Funds component of the American Rescue Plan Act (ARPA) to recover from the negative public health and economic impacts caused by the COVID-19 pandemic.

A grants division within the department provides oversight for federal and state grants across the range of County programs. These grants provide additional resources for the County to pursue its strategic goals, including, but not limited to funding for new programs, services, personnel, infrastructure, and equipment needs. The Grants Division assists other County departments to find sources of funding prepare and submit applications, to manage grant-funded projects, and to ensure compliance with the terms and conditions of the grants.

The goal of the Horry County Flood Resilience Plan is to identify long-term strategies that will reduce flood risks and vulnerabilities along the Waccamaw and Pee Dee Rivers and the Intracoastal Waterway in unincorporated Horry County.

The Medically Indigent Assistance Program (MIAP) assists with in-patient hospital bills for Horry County indigent residents who do not have Medicaid, Medicare or an existing 75/25 insurance and who meet program guidelines set by the state.

The program does not assist with doctor bills, prescriptions or any out-patient services.
