Inmate Messaging
We encourage all visitors to create an account on NCIC.com to access communications services. By signing up for NCIC Instant Messaging, users can send documents, photos and mail to inmates electronically, which allows for expedited approval and release to the inmate. Letters are $0.25 per message, Picture Messages / Documents are $0.35 per picture. This is cheaper and more efficient than traditional postage.
If visitors still wish to write a physical letter, it must be addressed to the Mail Processing Center in Texas to be scanned and digitized. Inmates will receive an electronic copy. Beginning November 12, 2025, all incoming mail must be sent to the following address:

Legal Mail
All legal mail shall be marked, opened in the presence of the inmate, and checked for contraband. Legal mail shall be sent to the detention center at the following address.

Publications
Publications (books and magazines) may be received at the facility for an inmate, as follows:
- Up to three (3) publications per shipment (1 per week) can be mailed to any inmate. The package must be addressed with the inmate recipient’s full name, Account Number, and the address of the J. Reuben Long Detention Center.
- The publication cannot exceed 8 ½" x 11" in size. (An exception will be made for newspapers.)
- The publication must originate from a publisher or nationally recognized distributor and must be purchased for direct delivery to an inmate by a family member or friend. No publications will be authorized from a second-hand distribution center or publisher and will be returned to sender.
- The publication must be new (not used) and received in its original packaging. (NOTE: No second-hand books will be authorized nor will books sent by a second-hand publisher/ distribution center.)
- The publication must be in paperback format. No other format will be accepted at the detention center.

Inmate Telephone System
General Population inmates have access to telephones each day. The system is programmed for outgoing collect calls or debit calls. All calls are subject to monitoring and recording.
