Shannon Todd, current County Finance Director, has been selected as the next Assistant County Administrator (ACA) for the Administration Division of Horry County Government. 

Todd will formally adopt the role on Jan. 1, 2025, when the current ACA for the Administration Division, Barry Spivey, takes the helm as the County’s next top Administrator. Outgoing County Administrator Steve Gosnell will retire after 31 years of service when his contract ends Dec. 31, 2024. 
 
Todd has been with Horry County since 2015 and proved herself to be a quick study and effective leader across multiple roles in the Finance Department.
 
“Ms. Todd has demonstrated prowess in navigating complex budgetary processes alongside our dynamic set of County departments, both staff and elected-led,” said incoming-Administrator Spivey. “She has impressed us with her continued dedication to transparency and accountability, as well as her eye for innovation and efficiencies. We look forward to how she will bolster the Administration Division in the years ahead.”
 
Todd is a graduate of Coastal Carolina University where she completed both her Master of Business Administration and Bachelor of Science in Business Administration. 

Beginning January 2025, Horry County Government’s Executive Leadership Team will be comprised of the following individuals: Administrator Barry Spivey, Assistant County Administrator for the Administration Division Shannon Todd, Assistant County Administrator for the Public Safety Division Randall Webster, Assistant County Administrator for the Infrastructure & Regulation Division David Gilreath, County Attorney David Jordan, Public Information Director Mikayla Moskov, and Director of Airports Judi Olmstead.
