Leadership Development Program 2023 cohort presents final project
On Nov. 20, 2024, the HCG Leadership Development Program (LDP) 2023 cohort presented their final project to an esteemed group of County leaders.
In the presentation, the cohort shared their vision for potential 'pocket parks' on a number of parcels prone to recurrent flooding that have been acquired through the County's specialized buyout program.
Cohort members worked with a variety of County departments and community partners to create a framework for the development of small spaces that community members could enjoy close to home.
With soon-to-be 64 properties from the buyout program, and with a keen awareness of the future flooding potential in these spaces, the group suggested placing native trees and shrubs, park benches, and little free libraries at some or all of the sites.
A plan was also proposed to empower community members to get involved in maintaining the sites, as well as ideas for partnership opportunities with locals groups, such as the Friends of the Library, Scouting America, and Horry County Schools.
Incoming County Administrator Barry Spivey said he appreciated the focus on bringing resources together from all possible avenues in pursuit of a common goal.
"Thank you for your work on this. What you have proposed here is a public-private partnership, and that's key for our community."
Following the formal presentation, the cohort fielded questions and comments from Executive Staff, department heads, and partners who worked with them during their time in the LDP. Asked what they learned from the project, the cohort had one united message to share -- the power of working together.
"We believe in working together--the more you can get involved, the better it is, then we can share in something, everyone takes ownership. It's nice to see that actually can work," said Capt. Heather Wilson, with Horry County Police Department.
"Horry County is not one department -- I might have already known that, but you don't really know it unless you experience it," said Sadina Lewis, with Horry County Memorial Libraries.
"While we may have known each other individually, none of us knew what the others did int he county, and now we do, now we can help," said Richard Helmer, with the Department of Airports.
Asked what they will take away from the LDP experience, cohort members shared how they've learned to proactively initiate collaboration rather than wait for it to occur.
"We also learned that there are groups out there willing to help, but you have to approach them, you have to take the initiative to reach out to them," said Jamie Norman, with Horry County Finance Department."
"Pick up the phone, write the email, use those connections -- the interconnectivity is super important. It's admitting, 'Hey, I don't have a particular connection,' but someone else in the group or with the County might," said Tony Casey, with Horry County Public Information Office.
"'What can I do? How can I help lead?' This program has helped me become a better leader and step out of my comfort zone," said Melissa Shenk, with Horry County Memorial Libraries.
The Horry County Human Resources Department, which develops and coordinates the LDP, concluded the occasion with gratitude and congratulations.
"Thank you all and job well done. It was a pleasure--your minds, your ideas, your thoughts, all of these things went into making it to where you are now," said Jamaal George, with Horry County HR.
Those interested in participating in future cohorts of the LDP are encouraged to inquire further with their direct supervisor or reach out to HR.
The LDP program spans the course of two years, with the first year spent as a mentee, as the second year spent as a mentor. Throughout the program, participants hear from a wide range of speakers, meet regularly to engage in book club discussions, and visit a number of government-related facilities.
The application period for LDP typically occurs at the beginning of each calendar year.

Order of the Palmetto
Good afternoon,
Please join me in congratulating our Horry County Administrator Steve Gosnell, who has been awarded the Order of the Palmetto for his commitment and dedication over the past 31 years.
The Order of the Palmetto, bestowed by Governor Henry McMaster, is the highest civilian award in the state, recognizing those who have made significant and lasting contributions to South Carolina.
As a County Engineer, Airport Director, Assistant County Administrator, and now Administrator, Steve has seen us through many challenges and projects.
When Steve began with the County in 1993, there were just 976 County employees serving 152,000 residents. Today, there are more than 3,200 employees on Team Horry and 420,000 residents. Over the course of his career, as our team has grown, Steve has expanded our County offices by more than 1 million square feet of space.
From RIDE 1 to RIDE 2 to RIDE 3 and now the introduction of RIDE 4, if you look around on your daily commute, I don’t believe you can ride on a road in Horry County that Steve and his team have not touched.
Steve has been a mentor, a teacher, and a friend to many within our organization and this community.
Steve has undeniably made a difference.
I believe, 31 years ago, the right person stepped up for Horry County. And we are grateful for the contributions you have made, Steve. We are all better people because of you.
We know you do not want recognition, but you do deserve it. Thank you for your service to our team and our community, Steve, and we hope to make you proud by continuing the hard and valuable work you began.
---
The Order of the Palmetto is South Carolina's highest civilian honor, awarded by the state's governor. Established by Governor John C. West in 1971, the prestigious award is presented to South Carolinians who have demonstrated an extraordinary lifetime of selfless service and achievements that have national or statewide significance. Recipients receive a certificate signed by the governor, which includes an impression of the state seal.

County Operations: Closed Monday, Sept. 16, 2024
Due to expected tropical storm conditions beginning early Monday morning and lasting into the afternoon, all Horry County Government offices will be closed Monday, Sept. 16, 2024.
Offices are expected to resume normal operations Tuesday, Sept. 17, 2024.
Essential employees should still report Monday as normal.
The decision to close was made based on current and developing National Weather Service (NWS) forecasts for the storm that indicate Horry County may see the onset of tropical storm force winds in the early morning, during standard commuting times, and extending into mid-afternoon. There is an increased potential for hazardous roadway conditions and power outages during this period.
Employees will be paid for the hours that offices are closed. Essential employees that must report to work during the closure will be paid in accordance with our employee guidelines hazardous weather and emergency leave policy.
Please be advised that conditions may change requiring new or additional directives to be issued. Any updates will be provided as soon as possible. If you have any questions, please be in touch with your Supervisor or Human Resources.
September Wellness-Control Your Cholesterol
Why reduce your cholesterol?
Reducing your cholesterol helps prevent heart disease and other health issues. High cholesterol can lead to build up of plaque in your arteries as well as decreased blood flow.
See the attachment to learn more facts and tips to help reduce or control your cholesterol.
Reflecting on 09/11/01
Today we are all asked to take a moment and pause, reflect, and remember the life-changing events of September 11, 2001.
Take a moment and reflect on the actions of the public servants, first responders and civilians, who ran toward the wreckage that day, and the public servants who stepped up to help sort through the literal and proverbial wreckage of the attacks in the days after.
Take a moment and pause Team Horry. Reflect today about what inspired you to become a public servant, whether we are in Public Safety, Infrastructure & Regulation, or Administration.
Maybe you were inspired by the heroism of those who took action on Sept. 11, 2001. Maybe you were inspired by the stories that came after of individuals who said “I want to help my community. I want to make a difference.”
Maybe September 11, 2001 is the reason you were called to serve your community as you do now, within Horry County Government.
Whether you sit behind a counter and greet visitors, help community members find information, offer a safe space to learn and exercise, put on a uniform and ensure Horry County stays safe, help keep County facilities clean and maintained, or give a voice to those who cannot speak for themselves, you are doing your public a service.
Every day, the public servants who are a part of Team Horry make a difference.
So today, September 11, 2024, may we remember what inspired us to join Horry County Government and serve our community, while we never forget the sacrifices made on this day 23 years ago, and in the days after.
To those members of Team Horry who worked in New York City, at the Pentagon, and in Shanksville, Pennsylvania on September 11, 2001, thank you for your selfless service that day, and your continued service to your community.

W-2 Electronic Delivery
Horry County Government provides employees with an IRS form W-2 Wage and Tax Statement each calendar year. This statement details the employee’s taxable wages, tax withholding, and other important information. We would like to offer all employees who have not previously made this selection, the option of receiving this form electronically and discontinue sending physical forms through the mail. There are many benefits of receiving a W-2 form online including:
- Convenience
- Safeguards against identity theft as your W-2 is never out of your possession
- Eliminates chances of your W-2 form being lost, stolen, or misplaced during or after delivery
- Earlier access to your W-2 form; you do not have to wait for mail delivery
- Online format is accepted by the IRS
- You can print multiple copies and access prior year W-2 forms
- No need to consent each year; consent is effective until you choose to change it or you leave
employment - Most importantly – you are supporting cost savings for forms, printing, distribution and postage
All active employees can update their W-2 form delivery method preference via Employee Self Service (ESS).
Please update your W-2 Electronic Consent delivery method by January 13, 2024.
Keep in mind, if you do not update your preferred delivery method you will receive a mailed paper copy and will not receive an email with the electronic copy. However, electronic copies are always available on ESS for your convenience.
Instructions to update W-2 Electronic Consent delivery method:
- Open the HC Café homepage, click Employee Self Service tile at the top of the page (tiles are located next to “Next Holiday”)
- Login (top right)
- “Personal Information” on the right-side menu bar
- “Tax Delivery Options” (last option on the horizontal menu bar)
- Under W-2 Delivery Method, select which option you prefer
- Note: By selecting “Email” as your preferred delivery method, you are consenting to receive the W-2 form electronically and will not receive a mailed copy. You can view and print current and previous W-2 forms electronically via ESS, as well.
If you select “Mail”, you will not receive the current year W-2 form via email and will continue to receive mailed paper copies. (If you select this option, please confirm you have the correct address on file.) However, electronic copies are always available on ESS for your convenience.
*You may withdraw your consent for electronic view/print options and receive a mailed paper copy at any time using the above instructions. *

December 2023 Handout-Seasonal Affective Disorder
What is seasonal affective disorder?
While many people experience the “winter blues,” some people may have a type of depression called seasonal affective disorder (SAD). Seasonal affective disorder, or SAD, is a form of depression that affects some people at about the same time each year, usually beginning in the late fall or early winter.
Treatments are available that can help many people with SAD. Talk to your provider about which treatment, or combination of treatments, is best for you.

"Home for the Pawlidays" Foster Program
The Horry County Animal Care Center hosts the Home for the Pawlidays holiday foster program for the second consecutive year.
This program allows community members to bring home a shelter animal for a temporary foster period over the winter holiday season. In the first year of the event, 20 shelter animals were fostered. 10 of those turned into permanent adoptions.
There are two chances to foster during the Home for the Pawlidays program. The first round occurs over the Thanksgiving Holiday. Interested fosters can pick up a shelter animal on November 22, 2023, to spend Thanksgiving with. Then, fosters can either return the animal on Monday, November 27, 2023, or make it a permanent adoption. The same program will repeat over the Christmas Holiday in December.
The hope is to give anxious animals a break from the noise of the shelter. The ACC also hopes the program will bring the joy of having a pet to more community members, including those who love animals but may not be in a position to adopt right now.
Fosters are an invaluable part of the ACC's operation. By fostering or adopting an animal from the Animal Care Center, you are opening a space for another animal who may need help. Can you open your heart and home to an animal in need?
Employee Christmas Gift
In appreciation of all the hard work County employees have done throughout the year, Horry County Council has announced the issuance of an employee Christmas Gift in the amount of $600.00! Security Alert
The New Face of Fraud: FTC Sheds Light on AI-Enhanced Family Emergency Scams
The Federal Trade Commission is alerting consumers about a next-level, more sophisticated family emergency scam that uses AI that imitates the voice of a "family member in distress".
They started out with: "You get a call. There's a panicked voice on the line. It's your grandson. He says he's in deep trouble — he wrecked the car and landed in jail. But you can help by sending money. You take a deep breath and think. You've heard about grandparent scams. But darn, it sounds just like him. How could it be a scam? Voice cloning, that's how."
"Don’t Trust The Voice"
The FTC explains: "Artificial intelligence is no longer a far-fetched idea out of a sci-fi movie. We're living with it, here and now. A scammer could use AI to clone the voice of your loved one. All he needs is a short audio clip of your family member's voice — which he could get from content posted online — and a voice-cloning program. When the scammer calls you, he’ll sound just like your loved one.
So how can you tell if a family member is in trouble or if it’s a scammer using a cloned voice?
Don’t trust the voice. Call the person who supposedly contacted you and verify the story. Use a phone number you know is theirs. If you can’t reach your loved one, try to get in touch with them through another family member or their friends.
Full text of the alert is at the FTC website. Share with friends, family, and co-workers:

Safety Spotlight - January 2023
This month’s Safety Spotlight: Inspections/Hazard Identification
Whether it is a vehicle, a mower, a hand tool or your office, safety inspections are a necessary part of every work day. The purpose of a safety inspection is to identify if work equipment can be operated safely and has been properly maintained. By identifying hazards, safety inspections not only help reduce the chance of injury but they can also extend the life of your equipment.
Depending on the type of equ ipment, a quick visual check (360 walk-around) before each use may suffice. However, equipment or work environments that pose significant risks to health and safety should be thoroughly inspected and documented. The type and frequency of inspection should be determined through a hazard assessment. Workplace inspections should take place at least monthly and documented. At minimum, inspections should address exit signage, evacuation routes, fire extinguishers, first aid kit, AED (if available), fire alarm pull stations, eye wash locations (if available), general housekeeping conditions, and electrical hazards. Inspection reports may also identify evacuation rally points and the safest area to be in case of an active threat.
Regardless of the type of inspection, deficiencies should always be reported and documented. The report should also include what steps were taken to remedy the deficienc y. Examples of corrective actions would be submitting a work order for repair, removing clutter, and replacing signage.
Attached is a sample inspection template you may use in your workplace. Contact Safety Manager Angela Howell if you would like additional information or assistance with conducting a workplace inspection.

Security Hints & Tips: Holiday Shopping
Security Hints & Tips: Holiday Shopping
For many of us, the holiday season is about friends, family, food, and shopping! Two of the busiest shopping days of the year, Black Friday and Cyber Monday, are at the end of November. Unfortunately, while you’re looking for the perfect gift, cybercriminals are looking for ways to scam you. Follow the tips below to shop safely:
Never install unfamiliar software.
There are hundreds of shopping apps out there. Some of these apps may be malicious, so only use apps that you know and trust. When you download software or apps, be sure to download from verified sources such as the App Store or Google Play. You can verify that an app is legitimate by reading the app’s reviews, checking the number of app downloads, and looking up the app’s developer.
Verify attachments are safe before downloading them.
A common tactic among cybercriminals is to create phony email notifications from a retailer or postal service. These notifications often include a malicious attachment. The cybercriminals may claim that there was an update to your order or that your package has been delayed, but you’ll have to download the attachment to find out more. Don’t fall for this trick! Before you open the attachment, contact the retailer or postal service to verify that the notification is legitimate. You can also look up your order directly on the website where you made the purchase.
Verify links before clicking.
Watch out for malicious advertisements, otherwise known as malvertising. Malvertising is when cybercriminals use ads to spread malware or to trick users into providing sensitive information. When online shopping, only click on an ad or link from a reputable source, such as a retailer’s official social media profile. To be extra careful, use your browser to navigate to the store’s official website to shop instead
Have a safe and secure holiday season,
The Horry County Information Security Team

Healthier employees are less likely to have accidents or injuries at work because they think more clearly and are less likely to take short cuts due to fatigue.
Every day you make decisions that have a direct im pact on your health. It is never too late to form healthy habits such as eating right, exercising, and getting enough sleep. Be well in order to perform at your best so no one gets hurt!
For employees who are interested in learning how to better manage their wellness, it’s as easy as calling 915-5555 to make an appointment with Wellness Coach Ashlee Case at the Horry County Employee Wellness Center. An additional resource for your well-being can also be found in the County’s Employee Assistance Program provider, LifeSolutions. You may contact LifeSolutions by telephone or through their website. Security Tips - Uncovering and Reviewing Web Links (URLs)
You probably use URLs every day to access important websites such as your email inboxes, vendor websites, online banking accounts, and social media profiles. Unfortunately, cybercriminals can use URLs to direct you to malicious websites, to steal your personal information, or to initiate downloads of malware onto your devices. It’s important to always think before you click so that you can protect yourself and Horry County Government from cyberattacks.
Common URL Scams
Cybercriminals use a variety of methods to trick you into clicking on URLs. A few of the most common URL scams are explained below:
Misleading URLs: If you receive an email with information about a special deal, you may be tempted to click the link in the email to learn more. However, it’s important that you stop and think before you click. Cybercriminals often include misleading URLs in phishing emails. These URLs may be disguised as links to legitimate websites, or they may be hidden by a “Click Here” link for a fake offer or promotion.
Shortened URLs: Shortened URLs are URLs that have been shortened to make them easier to view and share. These URLs are often used in marketing campaigns and for certain social media platforms such as LinkedIn. Unfortunately, these links are also convenient for cybercriminals. Cybercriminals can use URL-shortening software to hide full URLs that lead to malicious websites. Then, cybercriminals can send a shortened URL to you in a phishing email, hoping that you’ll click the URL since you can’t see anything suspicious about the URL itself.
Insecure URLs: When verifying that a website is safe to visit, it’s important to look at the first few letters of the website’s URL. Many URLs will either begin with HTTP or HTTPS. The difference between these two prefixes is that HTTPS is secure, while HTTP is not secure. Websites that use HTTPS are encrypted, which means the information on these sites is protected against unauthorized users. Websites that use HTTPS are typically more secure than other websites, but it’s important that you still take precautions when using HTTPS websites, too.
Tips for Staying Safe
Don’t fall for these scams! Follow the tips below to stay safe:
- Hover your mouse over links before you click. When you hover your mouse over a link, you will be able to see the URL that you will be taken to if you click.
- If you receive an email with a link to a special deal or promotion, navigate to the organization’s website in your browser instead of clicking the link. By visiting the organization's website directly, you can ensure that the deal or promotion is legitimate.
- Before you click a shortened URL, make sure it’s legitimate. You can use an online URL checker like URLVOID (https://www.urlvoid.com) to view the full URL. URLVOID also provides additional information on any detected malware/viruses, etc. which can be very helpful if you need to visit a site but are unsure of it’s safety.
We have attached a copy of our “Social Engineering Red Flags” below. Download it, review it, print it, and post it in common areas such as your break room to help spread the word.
The safety and security of our information assets is everyone’s job, so please remember to always think before you click!
