Wells Fargo Purchasing Card Program

If you've come to this page, you're probably wondering what a Purchasing Card (P-Card) is and how you can obtain one?
- A P-Card is a corporate Mastercard issued by Wells Fargo.
- Please be aware Mansfield Oil (Wright Express) Fuel Cards are NOT P-Cards. If you need assistance related to this program call Nichole Stackhouse in Finance at 843-915-7028. Lost or stolen fuel cards should be reported to Mansfield Oil at 1-800-492-0669.
- P-Cards allow employees to charge products and services on behalf of their department.
- They are typically used for small dollar, high volume, transactions that allow for a simplified purchasing process.
- As a P-Card holder, you are being trusted to ensure proper use of the card and compliance with all County Policies.
- Horry County P-Card applications are processed through Onbase.
- Department Heads and Assistant County Administrators approve all P-Card applications.
- Once approved, you will be provided information on the program and proper use and must pass a test before your P-Card is issued.

Purchase Card Training
All P-Card holders must complete an online P-Card training and pass the P-Card test before any card can be issued. The training materials consist of an Introduction to P-Cards, Purchasing Card Procedures, MUNIS Purchasing Card Reconciliation and Approver Functions which are located in the OnBase program.
You will be directed to the test after reviewing and acknowledging all training materials.
To pass, you must correctly answer 21 of 25 questions.
Receiving and Activating your P-Card
P-Cards are shipped to the Procurement Office. Cardholders will be contacted when their card is available for pick-up. Cardholder’s must sign for their cards at pick-up, acknowledging their intent to adhere to the P-Card Program Policies and Procedures. Cardholders that do not adhere to these policies and procedures may have their P-Card privileges revoked.
Upon receiving your card, you will be given your Unique ID and instructions to activate your P-Card. You will be required to create a pin number. You MUST remember this number. Procurement CANNOT assist in retrieving this number. This is a personal code that you set and is not to be shared with others.
Declines
From time to time P-Cards may be declined. If you experience a decline, ask the vendor to provide you with the reason. If no reason can be provided by the vendor, you should be able to log-in to Wells Fargo to see your declines on your Wells Fargo dashboard. During normal business hours, you can contact Procurement at 843-915-5380 for additional assistance. After hours you should contact Wells Fargo Customer service at 1-800-932-0036.
Scams/ Fraud
Beware of scams, they are aimed at convincing you to take an immediate action and potentially compromise personal information. If you receive any questionable communications or transactions related to your P-Card Immediately call Procurement at 843-915-5380 or Wells Fargo Customer service at 1-800-932-0036 and never click on any links or provide personal information.
Occasionally, Wells Fargo may reach out to you as a cardholder directly when potentially fraudulent transactions are flagged. You must respond to Wells Fargo in order for your P-Card to remain active and available for normal use. If you see unauthorized transactions on your P-Card, please notify Wells Fargo immediately at 1-800-932-0036.
Lost or Stolen Cards
If your card is lost or stolen, please report it to Wells Fargo at 1-800-932-0036 immediately.
