General Job Description Under general supervision, assists in implementing a program of assessment and reassessment of all property in the County for ad valorem tax purposes. Responsibilities include collecting and capturing physical property data, measuring residential and commercial improvements, and creating land accounts for new subdivisions. This role requires both office and fieldwork, often working independently. The Appraisal Lister performs property listing processes for reassessment, new construction, deed changes, parcel splits, and other property updates. Reports to the Lister Coordinator.

Duties for this Position
  • Conduct on-site property inspections, including newly constructed homes, to measure structures using a laser measuring device or tape measure.
  • Document physical characteristics such as quality and condition, and take photographs of properties for assessment records.
  • Utilize proprietary software for data entry and workflow management to maintain accurate property records.
  • Interface with the general public when conducting field audits or responding to inquiries.
  • Navigate properties on foot, including those with uneven terrain, while adhering to safety guidelines.
  • Utilize an iPad and laser measuring device in the field and operate a laptop for office-based data entry and reporting.
  • Drive a county vehicle to various properties as part of daily fieldwork.
  • Work in both office and remote environments, including field locations and home-based tasks, with occasional in-office reporting as directed by the supervisor.
  • Comply with county policies regarding fieldwork in extreme weather conditions, ensuring work schedules align with safety guidelines.
  • Assist the Treasurer’s Office Delinquent Tax Department with posting Tax Levy notices annually.
  • Maintain knowledge of state and local ad valorem tax laws and property valuation methods.
  • Perform other duties as assigned related to the position.
Position Minimum Requirements
  • EDUCATION AND EXPERIENCE: Associate’s degree in business, mathematics, real estate, or a related field is preferred. Three to five years of experience in real estate or an equivalent combination of training and experience providing the required knowledge, skills, and abilities for ad valorem tax listing procedures. Must possess a valid South Carolina driver’s license.
  • KNOWLEDGE, SKILLS, AND ABILITIES: Familiarity with state and local tax laws, property valuation principles, GIS mapping, and zoning regulations. Ability to read and interpret zoning maps, policies, state statutes, and related documentation. Proficiency in appraisal software, Microsoft Office, and workflow management systems. Strong analytical and problem-solving skills to assess property data and ensure compliance with regulations. Effective written and verbal communication skills for engaging with colleagues, property owners, and stakeholders. Ability to work independently and collaboratively in diverse work settings.   • PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Ability to operate standard office and field equipment, including a computer, iPad, telephone, measuring devices, and county vehicle. Occasionally lifts and carries up to 10 pounds (e.g., office supplies, small equipment). Ability to stand, walk, bend, and navigate outdoor terrain for extended periods while performing field inspections. Works in both indoor and outdoor environments, occasionally exposed to varying weather conditions such as heat, cold, and rain. Accommodations will be provided when necessary to ensure employee safety. May be required to use a hammer to drive a stake into the ground or attach notices to structures in compliance with job duties. Alternative methods may be provided as needed. Must be able to communicate effectively, including using assistive communication devices or services if required.
