Duties for this Position
  • GENERAL SUMMARY ESSENTIAL DUTIES & RESPONSIBILITIES Under limited supervision, assists in the management of the Stormwater Department, performing such functions as related to the, design, and construction of drainage improvement projects including preparing specifications and construction documents as necessary utilizing sound engineering practices. Enforces County ordinances related to stormwater management, sediment and erosion control and land disturbance activities. Reports to the Stormwater Manager. KNOWLEDGE & ABILITIES QUALIFICATIONS 1. Manages the daily operation of the Stormwater Department. Coordinates the activities of personnel in the department, ensures compliance with policy and procedures and promoting effective operations, performing such supervisory duties as assigning, reviewing, and planning work of others; maintaining standards, coordinating activities; and allocating personnel. Meet with staff to identify and resolve problems. 2. Supervises staff to include: prioritizing and assigning work, conducting performance evaluations, ensuring staff are trained, ensuring that employees follow policies and procedures, maintaining a healthy and safe working environment, and making hiring, termination, and disciplinary recommendations. 3. Plans, organizes and directs staff in the preparation of studies, plans, and, contracts, land acquisition activities, hydraulic and hydrologic modeling, flood forecasting, flood control facility maintenance and operation and other technical engineering services. 4. Knowledge of engineering theories and practices involved in civil engineering with emphasis on stormwater management planning, design, construction and operations. 5. Ability to work effectively under stress. 6. Performs complete Civil Engineering design of stormwater, drainage, sediment and erosion control projects utilizing manual techniques, as well as, computer software. Calculates stormwater system design, sediment and erosion control design, earthwork computations and other related designs. Also, prepares engineer’s cost estimates for construction and repair projects. 7. Reviews plans of new developments within the County for compliance with established standards and regulations and implementing corrective action as necessary, performing construction inspections and investigating drainage and sediment and erosion control problems. 8. Represent the County to the Stormwater Advisory Board and the Planning Commission. Develop, implement and oversee public information, outreach and educational programs to foster citizen understanding of Stormwater projects and programs. Coordinate and provide technical assistance with other County Departments and Regulatory Agencies. 9. Researches and recommends policies and codes for MS4 permit compliance and sustainable watershed management. Prepares and revises ordinances, design and construction standards for Stormwater best management practices and land development requirements. 10. Responds to citizen requests for assistance regarding drainage problems, service related problems, and problems with other departments. 11. Assist Stormwater Manager in selecting, evaluating and training staff as well as conduct staff meetings. Administration and/or resolution of employee issues and problems, recommendation as to salary levels, recommendation and approval of employee transfers, promotions, discipline actions and discharges. 12. Investigates and evaluates departmental accidents and safety violations. Makes recommendations for continuous improvement to prevent personnel accidents and injuries 13. Assists in ensuring effective cost allocation of equipment, materials and personnel for department activities. Assists in cost analysis studies. 14. Assists in the preparation of annual operating and capital budgets; monitors fiscal records; reviews and approves requisitions; ensures that the department operates within approved budgets. 15. Assists in the preparation and administration of emergency management plan for infrastructure protection during natural disasters, including but not limited to, hurricanes, hazardous material spills, homeland security and other potential emergency occurrences. 16. Conducts and attends meetings, keeps current on applicable standards and industry issues by attending seminars and workshops. Must be a competent and polished public speaker being able to convey complicated issues to public bodies and organizations in a manner that engenders understanding and buy in by the audience. 17. Interact on formal and informal basis with County officials, residents, citizen groups, etc. to discuss and resolve problems related to Stormwater operation and projects. 18. Maintain appropriate records of operations for Stormwater Department. 19. Provide direct technical and administrative assistance to the Stormwater Manager concerning the operations of the Stormwater Department. 20. Receives, reviews, prepares and/or submit various records and reports, including but not limited to, routine reports, technical analyses, requisitions, budgetary documents, financial statements, accident reports, job applications, performance appraisals, disciplinary actions, statistical analyses, cost estimates, invoices, specifications, presentation materials, memos, correspondence, etc. 21. Operate a variety of equipment including vehicle, two-way radio, copier, computer, calculator and telephone. 22. Interacts and communicates with various groups and individuals such as the County Administrator, County Council, SCDOT, Soil Conservation personnel, vendors, delegation staff, staff attorney, news media, city officials and the general public. 23. Adjusts work assignments and schedules in the event of an emergency to participate in emergency preparedness, response, and recovery activities as assigned. 24. Performs related duties as may be required. Availability on call 24 hours a day and subject to call out.
Position Minimum Requirements
  • Certificates, Licenses, Registrations: Requires minimum of Bachelor’s degree in Civil Engineering or other related field supplemented by six to nine years of experience in Public Works, Stormwater or civil construction related work experience, with a minimum of five years in a management capacity or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. Must possess a registered license from South Carolina in Professional Engineering or have the ability to obtain such license within one year of hire date. Valid South Carolina Drivers license required.
