GENERAL SUMMARY:
Under limited supervision will manage all commercial (air carrier) fueling operations at the Myrtle Beach International Airport (MYR). Will audit and ensure fueling compliance at all three of Horry County’s airports that provide fueling services. Responsible for maintaining a staff schedule that adapts to each air carrier’s seasonal and daily flight schedule. Must be able to develop and maintain good rapport with all staff members. Promotes leadership, teamwork and a cohesive working environment. Has the ability to manage staff and delegate work assignments to meet airline requirements. Ensure the Airport remains in compliance with all regulatory requirements that pertain to fueling. Manages all job-related tasks as required to meet the daily fueling requirements of MYR. Assists in any area as directed by the Director of Airports.

- ESSENTIAL DUTIES & RESPONSIBILITIES:
• Oversees all matters relating to daily air carrier fueling operations.
• Must be certified as a designated trainer by all air carriers and fuel vendors.
• Must be certified by all air carriers serving MYR.
• Performs compliance audits on all refueling trucks and fuel facilities.
• Assists The Director of General Aviation and FBO Manager on all matters concerning fuel facility capital improvement, upgrades and modifications.
• Provides recommendations that pertain to fueling for the Airport’s Capital Improvement Project Plan.
• Oversees and monitors all Airport Fuel Technician and FBO Fuel Technician training to ensure compliance.
• Manages the Airport’s Spill Prevention Control and Coordination Plan.
• Manages all spills that occur within the Airport Operations Area.
• Developments and manages all Air Carrier Fuel Service Agreements.
• Ensures FAA Part 139 compliance to include training, record retention, refueler maintenance and fuel facility maintenance.
• Maintains all records relating to air carrier fueling as mandated by the air carriers and FAA.
• Assist with annual FAA Part 139 inspections.
• Manage and prepare the yearly budget for the Department.
• Prepares the Department’s monthly fueling report for invoicing.
• Must understand and employ requirements within FAA Advisory Circular 150/5230 and 14 CFR 139.321 (e) (2).
• Oversee the completion of all quality assurance tests and inspections as required by the air carriers, FAA, fuel vendors and ATA 103.
• Coordinates inspections and audits by the FAA, air carriers, State and local governments to ensure compliance.
• Ensures all fueling personnel are properly trained to operate of refueling trucks and fuel facilities.
• Must be certified as mandated by FAA Part 139.321 and FAA Cert Alert 23-04 (DEF contamination).
• Must be inoperative gauge qualified.
• Develops and manages a daily “after-hours” on-call schedule for irregular air carrier flight operations.
• Manages fuel inventory and orders fuel as required to meet the air carrier’s needs.
• Directs, maintains, and performs preventive maintenance and troubleshooting on all fueling equipment and fuel facilities.
• Coordinates purchasing of parts and equipment related to fueling operations.
• Maintains an asset inventory of equipment and materials.
• Assists with response and recovery of disabled aircraft.
• Responds to major fuel related issues 24 hours a day.
• On-call 24 hours.
• This position may occasionally require working nights and weekends.
• Understands and complies with Horry County personnel policies.
• Interacts with various groups and individuals including Airport senior staff, air carrier quality assurance inspectors, Station Managers, fuel vendors and FAA representatives.
• Attends required conferences and meetings including the weekly Airport staff meeting.
• Performs other related duties as required or assigned by the Director of Airports.
KNOWLEDGE and ABILITIES:
Must be highly proficient in fueling and personnel management with the ability to train all assigned employees. Must be able to perform all quality inspections as required by the air carriers, FAA and fuel vendor guidelines. Working knowledge of air carrier, FAA and ATA 103 rules and regulations preferred. Knowledge of TSA rules and regulations.

- QUALIFICATIONS:
Ten or more years in a fueling environment, preferably in a supervisory role. Ten years air carrier fueling experience preferred. High school diploma or GED equivalent. Candidate must pass a ten-year criminal history background check, physical, and drug test.
CERTIFICATES, LICENSES, REGISTRATIONS:
• Possess a valid S.C. driver’s license at time of hire.
WORKING CONDITIONS and PHYSICAL DEMANDS:
• Physical ability to perform required work.
• The work environment for this position includes a combination of office and exterior/outdoor responsibilities and tasks.
• Ability to perform manual labor and move or transport at least 75 pounds.
• Ability to stand, walk, and sit for extended periods.
