General Job Description
Under minimal supervision, assists in the operation of the Finance Department in the administration of a comprehensive financial system in order to produce an in-house annual financial report and financial plan. Directs and evaluates Finance Managers, and supervises professional and clerical personnel in the performance of various accounting functions. Monitors and evaluates the existing services and develops plans for improvements and future needs. Provides evaluation and input into the development of goals and procedures. Provides narrative, financial and statistical reports as needed.
- Duties for this Position

- Plans, organizes and coordinates staff tasks and activities responsible for the procedure and administration of the Finance Department.
- Reviews work of subordinates for completeness and accuracy, evaluates and makes recommendations as appropriate.
- Provides input for the development and implementation of policies and procedures for department operations, standards and systems regarding the operation of facilities and programs.
- Directs, coaches and evaluates the performance of Finance Managers in the Finance Department.
- Oversees selection, review and evaluation of other Department staff, establishes performance standards. Directs and supervises duties of staff. Maintains standards and coordinate staff activities. Addresses employee problems, complaints, disciplines and discharges.
- Oversees the preparation of journal entries, reconciliation of accounts, analysis and compilation of revenue and expenditure figures, management of payroll and accounts payable functions and administration of finance projects and meetings including but not limited to cost plan, audit, OPEB, arbitrage, budget, etc. Through direct reports, coordinates the preparation of the Annual Financial Plan and Comprehensive Financial Report.
- Evaluates existing accounting methods and procedures to identify and correct problem areas.
- Prepares, transmits and/or publishes detailed financial document and reports.
- Assists in debt issuance including rating agency presentation materials, preparation of official statements, and other tasks as necessary.
- Assists the Finance Director in all facets of the operation of the Finance Department as necessary and appropriate.
- Prepares special reports and analyses as required related to capital projects, revenue collections, expenditure analysis, or other reports as needed.
- Prepares briefing materials and reports for the County Council’s consideration.
- Maintains updated knowledge as to all pertinent laws, regulations and standards concerning and affecting Finance procedure and operation.
- Oversees compliance of Department with standards and policies established by the County and various regulatory agencies.
- Acts as Director of Finance in absence of the Finance Director.
- Performs related duties as may be required.
- Position Minimum Requirements

- Requires undergraduate degree in accounting/finance or related field, and five (5) to seven (7) years of progressively responsible management experience in governmental accounting and financial planning and administration.
- Knowledge of GASB pronouncements.
- Designation as a CPA, CPFO, or CGFO is preferred.
- Experience with modern ERP systems, including implementations, preferred.
