Under limited supervision of the RIDE Program Manager, coordinates, manages, and facilitates Horry County’s Road Improvement and Development Effort (RIDE) Program. The RIDE Program in Horry County, South Carolina, began in 1996, funded by a Hospitality Fee that generated approximately $1.3 billion. In 2006, a Sales Tax Referendum received 61.4% voter approval, leading to the establishment of RIDE 2 in 2007, which totaled $651 million. RIDE 3, appeared on the ballot in 2016 and achieved a 69.1% approval rate, with estimated collections projected at $814 million. As RIDE 3 collections are set to conclude in the spring of 2025, a new 25-year transportation tax proposal valued at $6.6 billion will be on the election ballot for November 5, 2024, intended to replace the current penny sales tax if approved by voters. By focusing on collaboration with agencies like SCDOT, the RIDE Program has played a crucial role in enhancing regional infrastructure by supporting various projects designed to improve connectivity. Key initiatives include major road widening efforts, intersection and interchange improvements, and the development of complete streets and multimodal projects. The program also focuses on paving dirt roads and resurfacing existing roadways, all with the goal of creating a more efficient and safer transportation network for the community. Key responsibilities include conducting progress reviews, financial analyses, and preparing status reports and presentations for both the overall program and individual projects. The individual also supervises professional and technical staff, ensuring their work is complete and accurate. Compliance with State Law and SCDOT intergovernmental agreements is essential for promoting effective management and successful project completion.
