General Job Description

Under limited supervision of the Assistant Director - Capital Project (Capital RIDE), performs functions related to the study, design, survey, and construction of capital improvement projects; answers questions and complaints of the public; investigates emergency situations; prepares reports, specifications, and construction documents as necessary.

Duties for this Position
  • Reviews and interprets engineering construction plans to make independent judgments in the field to solve problems and recommends / implements solutions;
  • Prepares / reviews scope of work for the solicitation of design, CE&I, geotech / material testing, or other civil engineering service contracts for capital improvement projects; coordinates professional service contracting process with the county’s procurement department; serves on selection team;
  • Coordinates with the county’s procurement department to assemble final project documents for public bid advertisement (final construction plans, specifications, and front-end documents);
  • Reviews construction bids, recommends contract awards, and coordinates with contractors to facilitate execution of construction contracts;
  • Schedules and performs field work such as traffic studies, construction inspections, field surveys, and grade shots for capital improvement projects;
  • Leads review and coordination of construction plans for capital improvement projects for compliance with established standards and project design criteria;
  • Independently coordinates with engineering firms and contractors to resolve design and construction issues on capital improvement projects;
  • Provides customer service by responding to issues and /or complaints from the public, developers, engineers, and contractors;
  • Records quantities to prepare pay applications for capital improvement projects;
  • Independently resolves problems and conflicts with contractors, engineers, the public and other internal and external customers by developing productive relationships. Handling conflict items such as: disputes over payment for contract items, change orders on contracts, interpretations of engineering plans, etc.;
  • Independently reviews and interprets engineering construction plans to make judgments in the field to solve problems and recommends / implements solutions during construction on capital improvement projects;
  • Maintains updated knowledge as to all pertinent codes, laws and regulations;
  • Leads utility relocation on roadway projects as needed;
  • Obtains right-of-way easements from private property owners for capital improvement projects as needed;
  • Demonstrates ability to be self-motivated by suggesting and/or implementing internal improvement departmental improvement measures such as changes to policy, development of productivity tools such as automated databases for routine permitting tasks, etc.;
  • Demonstrates willingness and ability to simultaneously manage a wide variety of multiple complex projects and assignments independently by working after-hours as necessary to ensure safe and efficient completion of capital improvement projects;
  • Serves as a liaison between all user departments, vendors, I&R Assistant County Administrator, County Council, County Administrator, and SCDOT concerning capital improvement projects;
Position Minimum Requirements
  • Qualified candidates shall possess any combination of education and experience equivalent to Bachelor of Science Degree in Civil Engineering or related field AND eight (8) years of construction or design experience; OR Associate’s Degree in Civil Engineering Technology or related field AND ten (10) years of construction or design experience; OR twelve (12) years construction or design experience with a high school diploma or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. SCDOT inspector certifications preferred. Engineer-In-Training certificate a plus – EIT’s will be afforded design experience opportunities in order to qualify for the Principles and Practices in Engineering Exam (PE Exam). Must have a valid South Carolina driver’s license. Must be able to pass the required pre-employment physical and background check.
