General Job Description

The Enterprise Project Manager will play a pivotal role in leading the Project Management and Application Support team within the IT/GIS department. This position entails overseeing other Project Managers and collaborating closely with multiple divisions and departments to ensure the seamless coordination of projects, fulfillment of functional requirements, enterprise integration, data migration, and strict adherence to project timelines. The Enterprise Project Manager will work directly with the County’s Chief Information Officer, Chief Information Security Officer, Network Manager, Programming Manager, and fellow Project Managers to develop and enforce policies, particularly those related to application-level security protocols. Furthermore, this position is responsible for ensuring that all developed and deployed applications are fully integrated with the County's enterprise systems, including GIS, work order management, and document management systems.

Duties for this Position
  • Provide day-to-day accountability and communication with staff, vendors, department heads, and employees regarding applications, problem resolution, and priorities.
  • Ensure a high level of customer service is delivered to both internal and external system application users.
  • Lead and supervise all aspects of projects, including: Planning, scheduling, and controlling project activities to efficiently achieve performance, cost, and timeline objectives. Supervising on-site contractors and overseeing IT/GIS personnel involved in implementation, equipment installation, repair, and problem-solving within assigned applications.
  • Develop and refine project requirements and manage project scope based on county operational needs.
  • Allocate resources effectively for project execution.
  • Manage and enforce security guidelines and application access per audit compliance and departmental standards.
  • Utilize tracking tools to monitor and manage projects according to the plan.
  • Develop and manage project budgets, including labor and all other costs, and conduct cost/benefit analyses.
  • Assist in proposal writing and presentations.
  • Oversee the adequacy of system testing during initial implementation and ensure proper resolution of test exceptions.
  • Provide coaching and mentoring for other project managers and implementation specialists.
  • Document all phases of projects from start to finish.
  • Communicate project status accurately and transparently to executive management.
  • Develop and implement appropriate policies and procedures.
  • Establish and enforce access control guidelines.
Position Minimum Requirements
  • BA/BS in Information Systems or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
  • Preference may be given to candidates with one or more of the following credentials: PMI (Project Management Institute) certification, relevant work experience in a comparable position.
  • Excellent oral and written communication skills, with strong analytical abilities.
  • The successful candidate must pass all required background checks.
  • Preference may be given to applicants with more than 2 years of experience in managing applications or development.
