Under limited supervision, supervise plans and directs the activities of the Fleet Maintenance Department. This position is responsible for ensuring the proper supervision, delivery, and administration of the maintenance and repair of County owned and operated automotive and heavy equipment, preparation and administration of department budget, ensuring all work is conducted within budgetary constraints and according to County policy, industry codes, and standards of quality. Exercises responsibility for customer relations, improvements, personnel management, Fleet Maintenance support of emergency and disaster response and to plan and develop long-range goals for the department.

Duties for this Position
  • • Development and implementation of policies, programs, practices, and procedures for proper repair and maintenance of automotive vehicles and heavy equipment within the County. Conducts special studies as needed and evaluates the effectiveness and efficiency of department operations, and establishment of short- and long-term priorities to meet departmental goals. • Management and oversight the maintenance and repair of County Owned vehicles and machinery. Ensures compliance with all applicable federal, state, and local laws and regulations. • Ensures effective cost allocation of equipment, materials, and personnel for department activities. Assists in cost analysis studies. • Preparation of annual operating and capital budgets, monitors fiscal records, reviews and approves requisitions, ensures that the department operates within approved budgets. • Direction and oversight of activities of all department supervisors and staff; assignment of workload and work schedules, supervision of duties of assigned staff. Supervisory duties includes: instruction, assignment, review and planning of conducted in department, maintain standards, coordination activities, allocation of personnel, interviewing and selection of new employees, administration and/or resolution of employee issues and problem, recommendation as to salary levels, recommendation and approval of employee transfers, promotions, discipline actions and discharges. • Review the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate, offers advice and assistance as necessary. • Preparation and administration of emergency management plan for fleet maintenance protection during natural disasters, including but not limited to: hurricanes, hazardous material spills, homeland security and other potential emergency occurrences. • Provides technical assistance other departments as necessary. • Conducts and attends meetings, keeps current on applicable standards and industry issues by attending seminars and workshops. • Interact on formal and informal basis with County officials and employees to discuss and resolve problems related to Fleet Maintenance operation and projects. • Attendance and participation in County Council meetings • Review and analysis of various situations and circumstances to determine whether to repair or replace equipment. • Research and assist departments in the preparation of written specifications for bidding equipment. • Identifies and prepares the disposal of surplus vehicles for auction. • Maintain appropriate records of operations for Fleet Maintenance Department. • Provide direct technical and administrative assistance to the Assistant County Administrator, Infrastructure and Regulation concerning the operations of the Fleet Maintenance Department. • Oversight of inspections and preparation of analysis, records and reports concerning inspections as necessary. Coordination and monitor all regulations and codes established by OSHA, DHEC, other agencies that may have supervisory authority. • Research and evaluate departmental accidents and safety violations • Process vehicle and machinery accidents in accordance to departmental guidelines. • Response to emergency calls as needed. • Receive, review, prepare and/or submit various records and reports, including but not limited to, routine reports, technical analyses, requisitions, budgetary documents, financial statements, accident reports, job applications, performance appraisals, disciplinary actions, statistical analyses, cost estimates, invoices, specifications, presentation materials, memos, correspondence, etc. Monitor departmental “P card” program. • Operate a variety of equipment including but not limited to vehicle, machinery, test equipment, and other shop related equipment, two-way radio, copier, computer, calculator, and telephone. • Interact and communicate with various groups and individuals such as the County Administrator, County Council, Department Heads, County personnel, vendors, the general public, etc. • Demonstrate continuous effort to improve operations, decrease turnaround times and efficiency, streamline work processes and work cooperatively to heighten department performance and customer service. • Performs related duties as may be required.
Position Minimum Requirements
  • Requires a Bachelor’s degree in Business Management or a related field and ten (10) years of experience in fleet service, five (5) of which must have been management capacity, or/and equivalent combination. Must possess and maintain a valid SC driver’s license.
