General Job Description

Under general supervision of the County Engineer, provides project management for all assignments. This includes review of all construction plans, plats, cost estimates, record drawings and construction inspections associated with assigned projects. The Civil Engineering Associate I is primarily the decision-maker for their projects with some assistance/review by senior staff (Civil Engineering Associate II) and general oversight by the County Engineer.

Duties for this Position
  • • Reviews construction plans for county roads and other county infrastructure projects for compliance with established standards and project design criteria; • Reviews residential and commercial land development subdivision plats, construction plans, and record drawings for compliance with the Horry County Land Development Regulations; • Conducts roadway construction inspections on land development projects for compliance with approved plans; • Schedules and performs field work such as traffic studies, construction inspections, field surveys, and grade shots for county roadway improvement and resurfacing projects; • Provides project management services for county roadway improvement, resurfacing, and other county infrastructure projects (duties are in support of the following tasks: project coordination, preparation of bid documents, maintenance of project diary / inspection reports and review of contractor pay requests and change orders); • Coordinates utility relocation on county roadway projects; • Coordinates with engineering firms and contractors to resolve design and construction issues on county infrastructure projects and land development projects; • Reviews encroachment permit applications from external customers for work within the county right­ of-way. and completes necessary follow-up field reviews / inspections, and permit documentation; • Provides customer service by responding to issues and /or complaints from the public and from developers. engineers, and contractors on both land development projects and for issues related to county roadway / drainage infrastructure; • Investigates complaints, assesses problem areas, and makes recommendations for improvements / repairs on county roadways; • Performs field surveying tasks in support of civil engineering design for improvements to county roadway and drainage facilities • Prepares conceptual construction cost estimates for county projects, and reviews the engineer's opinion of cost for land development projects; • Obtains right-of-way easements from private property owners for county road projects; • Maintains updated knowledge as to all pertinent codes, laws and regulations; • Performs related duties as may be required.
Position Minimum Requirements
  • Bachelor of Science Degree in Civil Engineering or related field, OR Associate’s Degree in Civil Engineering Technology or related field and eight (8) years related field experience. Use of technology such as computers, calculators, surveying instruments, and GPS will be required. GIS mapping skills are necessary in order to perform the job. Extensive field work and interaction with the public is necessary. Good verbal and written communication skills are essential.
