Why not live where most people love to vacation! Horry County Parks and Recreation is seeking a Deputy Director to join our team during this exciting time! Horry County operates over 30 different recreation facilities, 28 boat landings, and 22 beach accesses serving all different ages of locals and tourists alike. The construction of three new recreation centers as well as multiple major park expansions, installation of two National Demonstration Playgrounds, and the development of a regionally significant 500 acre Rural Civic and Equestrian Arena makes Horry County an exciting place to be a park and recreation professional! Under general direction, provides complex professional managerial assistance to the Director in supervising, planning, and directing the activities of the Parks and Recreation Department. Duties include ensuring the proper development, provision, and administration of Park and Recreation maintenance, programs, activities, and facilities. Assists in developing policies and procedures to ensure that the County Parks and Recreation programs reflect the best use of allocated funds. Assists in preparing and administering department budget; ensures all work is conducted within budgetary constraints and according to County policy, codes, and quality standards. Reviews the performance of subordinates for completeness and accuracy. Reports to the Director of Parks & Recreation.

Duties for this Position
  • Assists in the management of the day-to-day maintenance and operation of the Parks and Recreation Department.
  • Assists the Director with managing and coordinating staff, equipment, and resources to deliver a wide range of services and duties related to the daily operations of the Parks and Recreation Department.
  • Performs detailed facility inspections and provides reports to document conditions as necessary. Makes recommendations on the budget, hiring, discipline, and termination, but defers final decisions to a higher authority. Make decisions regarding the allocation of personnel, equipment supplies, and resources to effectively manage the Parks and Recreation Department.
  • Initiates planning of projects assigned by the Director and oversees them through completion including but not limited to recognizing areas in the department’s facilities that need repair and improvement and coordinating staff and resources to complete the project efficiently.
  • Directs the development and implementation of operating procedures and policies for regular and special programs. Supervises staff during special operations and assists where needed during special events. Schedules employees and supplies needed to assist with important assignments, special events, and community and volunteer projects.
  • Coordinates and communicates with community groups, other County departments, Boards and Commissions, and citizens regarding the maintenance and operation of the Parks and Recreation facilities.
  • Investigate and solve citizens’ requests, and complaints, and communicate the corrective action courteously with them by telephone or face to face.
  • Attends conferences and seminars as required. Represents the County and Parks and Recreation Department at local, regional, and State meetings, conferences, and functions. Practices continuous learning.
  • Coordinate and inspect facilities for proper maintenance and safety as State, Federal, and County guidelines require.

  • May be required to report to work during emergency situations.
Position Minimum Requirements
  • Requires a Bachelor's degree in Parks and Recreation Management or a related field.
  • Requires nine (9) or more years of progressive experience in Parks and Recreation Management; or any equivalent combination of education and experience providing the required skills, knowledge, and abilities.
  • Required to have or receive within one year the Certified Park and Recreation Professional and/or Certified Playground Safety Inspector certification.
  • Must be able to pass the required pre-employment physical and background check. A South Carolina or North Carolina Driver’s license.
