General Job Description

Under limited supervision, reviews comprehensive building and site plans and permit applications to ensure compliance with all applicable codes and ordinances. Provides information resource concerning plan and site permits standards and regulation to contractors, developers, and the general public.

Duties for this Position
  • 1. Reviews and examines plans, construction drawings and blueprints for new construction, additions or alterations and repair work 2. Communicates with persons or entities submitting plans for approval as to any issues requiring modification or alteration of plans for compliance purposes. 3. Approve completed applications that comply with all relevant codes and regulations, and enter appropriate information into data management system. 4. Interacts with architects, engineers, builders, contractors, developers, County staff and the general public with regard to guidance or interpretations of specific code sections, or the permitting and review process. 5. Reviews and examines permit applications and all related documents submitted for compliance and accuracy. Approves permits as appropriate. 6. Coordinates with inspectors, chiefs and others to interpret and discuss code issues and comments that are presented or arise in connection with the inspection process. 7. Conducts field inspections as may be necessary. 8. Meets with customers, building officials and other staff as appropriate to discuss specific code issues. 9. Prepares and submits reports and correspondence as necessary. 10. Performs related duties as may be required.
Position Minimum Requirements
  • MINIMUM TRAINING AND EXPERIENCE Requires associate’s degree in engineering and/or architecture and a minimum of one to two year’s experience in blueprint reading and construction, or any equivalent combination of education or experience that provides the required skills, knowledge and abilities. Computer literacy required. Must be certified by the ICC as a Building Inspector and/or Building Plans Examiner. NECESSARY SKILLS: Physical Requirements Must have physical ability to operate variety of machines and equipment including general office equipment, vehicle, telephone, etc. Must be capable of exerting up to ten pounds of force regularly and/or negligible amount for force frequently to lift, carry, push, pull or otherwise move objects. May involve extended periods of walking or standing. Interpersonal Communication Skills Requires both verbal and written ability to clearly speak and convey or exchange information. Includes ability to understand and receive assignments and/or directions from supervisor. Develops and shares knowledge and relates with managers, supervisors and staff effectively. Tactfully and effectively handles requests, suggestions and complaints. Exemplifies an enthusiastic, resourceful and effective service attitude in the performance of duties. Language Ability Requires ability to read a variety of codes, regulations, laws, ordinances, and policy and procedure manuals. Requires the ability to prepare routine reports, presentations, correspondence, etc. with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others in formal and informal public presentations with poise, voice control and confidence. Intelligence Requires ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions. Requires the ability to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision, and to acquire knowledge of topics related to codes and regulations related to site plan permitting and/or building inspections. Must have the ability to comprehend and interpret information received from various sources, and to learn and utilize new skills and information to improve job performance and efficiency. Verbal Aptitude Requires ability to record and deliver information, to explain procedures, and to follow verbal and written instructions. Must be capable of effective and efficient communication including ability to communicate with people from diverse backgrounds and educational levels. Numerical Aptitude Requires ability to perform addition, subtraction, multiplication and division, and to utilize mathematical formulas with ease to determine percentages and decimals, in order to consistently and accurately calculate building areas presented on submitted plans. Motor Coordination Requires hand/eye coordination to operate office machinery and motor vehicles. Manual Dexterity Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination. Visual and or Color Discrimination Requires the ability to inspect items for length, width, and shape and to visually read information. Must have ability to differentiate colors and shades of color. Interpersonal Temperament Requires ability to relate effectively with people. Must be adaptable to performance under stress and the ability to effectively handle deadlines. Must have ability to utilize independent judgment in variety of scenarios, and to make sound, educated decisions. Presentation and emphasis upon importance of maintenance of positive image within the County. Able to interact effectively with County staff and management, professionals and the public. Knowledge Requirement Requires considerable knowledge of all applicable codes standards, regulations, laws and ordinances as related to site plan permitting and review processes, construction and zoning. Basic understanding of construction principals required. Ability to read and understand architectural and/or engineered drawings essential. Computer literacy required. Understanding of functions and interrelationships of County and other governmental agencies and entities required
