General Job Description

Under administrative direction, create and distribute a dynamic collection of multimedia content to relevant audiences to inform, educate, and/or promote initiatives and programs on behalf of Horry County. Employee is responsible for creating and managing a high volume of content, including social media posts, short- and long-form videos, and printed informational and marketing materials. This position may also coordinate events and make presentations on behalf of the County as directed. As a member of the Public Information team, the Video & Multimedia Product Specialist assists with implementing County branding and messaging and ensures quality and accuracy in the dissemination of information. This position manages social media accounts on behalf of Horry County Government and should have a high level of social media capability. In addition, this position may be directed to perform work during emergency and disaster situations. Candidate must have the ability to take information and direction provided by the Public Information Director and other County Department Heads, work independently with minimal supervision, and make sound decisions in a high paced, stressful environment. Performs related work as directed.

Duties for this Position
  • The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Incumbents may be requested to perform job-related tasks other than those specifically presented in this description.
  • This position will primarily be assigned to support the Infrastructure & Regulation Division, which include Transportation, RIDE, Engineering, Public Works, Stormwater, Planning & Zoning, Code Enforcement, Parks & Recreation, Fleet Services, and Maintenance. Successful candidates should demonstrate interest and knowledge in these fields, and ability to make technical concepts interesting and easy to understand for the community.
  • This role will require frequent field work wherein the employee will follow alongside crews from the aforementioned departments for situational awareness and content development, to include capturing ground-level and aerial videos and photos of specific areas and events, such as project sites and ground breakings.
  • Proactive storytelling about the projects and programs that matter to our community.
  • Create and manage a high volume of content.
  • Frequently film and edit video content in addition to still photography.
  • Coordinate events, tours, and outreach opportunities as directed.
  • Make presentations on behalf of the County as directed.
  • Develop and execute communication plans for various County campaigns.
  • Coordinate with other local agencies, state and federal partners.
  • Develop and design educational/outreach materials including printed materials, videos etc.
  • Work closely with Department Heads to develop strategic communication materials aligned with agency outreach goals.
  • Participate in community meetings and outreach as needed.
  • Perform work as needed and directed during emergency/disaster situations. Be available 24/7 for emergency incidents and support the County’s Joint Information System/Center as needed.
  • Perform a wide range of office and field duties as may be required, including evening and weekend work.

Position Minimum Requirements
  • This position requires a Bachelor’s degree in marketing, public relations, communication, journalism, or a related field. Experience in marketing, social media, graphic design, videography, photography, and/or production are preferred.
  • Minimum of 2 years of professional level work or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Must maintain a valid Driver’s License and be eligible to operate a County/department pool vehicle.
  • Upon hire, this position requires the acquisition of and/or maintenance of Federal Aviation Administration (FAA) Remote Pilot Certification under the Small UAS Rule (Part 107), as required to operate a drone for videography and photography purposes.
  • Maintain knowledge base by attending classes, course, and seminars related to the aforementioned skills.
