General Job Description

Under minimal supervision, is responsible for planning and directing comprehensive recreation programs to best meet the needs for the Parks and Recreation Department at the designated Recreation District location. District Location: South Strand. The District Supervisor develops professional relationships with community groups and individuals to foster strong partnerships and recreation in their district. The District Supervisor assists in developing policies and procedures to ensure that the County Parks and Recreation programs reflect the best use of allocated funds. Assists in preparing and administering department budget; ensures all work is conducted within budgetary constraints and according to County policy, codes and standards of quality. Reviews performance of subordinates for completeness and accuracy. The District Supervisor plans, manages, and directs the activities of assigned staff at the Recreation Center in order to ensure the efficient daily operations and maintenance of the facilities, programs, and community outreach. Assists as needed with additional duties and responsibilities. Assignments are in the form of general outline or desired results, with methods and routines expected to be developed and implemented as appropriate. Duties for this Position
  • Directs the activities of full-time employees, part-time employees, and volunteers who staff programs and facilities in their designated district. Manages and directs staff on implementing programs in their district and coordinates with other recreation staff with programs not under his direct supervision. Supervises, manages and directs staff to assist with essential functions.
  • Maintains certain personnel records including training records, staff phone lists, maintenance of leave records, time records, payroll records and distribution of such to supervisors for accuracy. Selects and disciplines employees under their direct span of control.
  • Coordinates and schedules and use of facilities among Recreation staff, citizens, and organizations, including both work and rental schedules in their designated district. Including set-up, fees, timely payment, follow-up of non-payment, breakdown, clean-up, etc. Coordinate with on-premises multipurpose field scheduling and needs, including set-up, break-down, lining, and mow schedule. Ability to establish and maintain effective relationships with organizations/groups, government agencies and the public.
  • Supervises the implementation of programs, athletics, events, rentals and activities in their district. Assess and evaluate community recreation needs and programs in their district under the supervision and guidance.
  • Supervises Program Coordinators with the development of or assists with the development of county wide health, fitness, and exercise programs utilizing the assistance of Center team members. Supervises Program Coordinators with the recruitment of or assists with the recruitment of instructors, officials and volunteers for programs. Responsible for reasonably completing subordinate staff duties in the event those staff cannot reasonably complete their tasks.
  • Supervises Program Coordinators with the development of or assists with the development of county wide broad range of cultural arts, senior citizens, special needs, youth, adult, and special event programs as directed utilizing the assistance of Center team members.
  • Provides input on future project and program needs, planning efforts, and community input for site updates as requested or required. Develop in house athletic programs, clinics, camps, and tournaments for youth, teens, and adults. Conducts research and analyzes need for programs; manages staff on program design, content and delivery. Conducts research, analyzes information, and prepares reports on special projects as assigned. Updates programs and athletics design and content to keep within mandated Federal, State and affiliations standards.
  • Monitors financial and activity records. Managing the accuracy, compliance and monitoring security of revenue deposits. Submits financial reports. Obtain quotes, enter requisitions and perform ordering of supplies, materials or services as directed within County policies. Ensure all rules and regulations with the procurement department are followed including but not limited to quotes, requisitions, purchase orders and p-cards. Manages a budget for their district within the overall department budget. Monitors expenses and revenues while following County procurement policy.
  • Inspects facilities and submits reports or work order requests to Director Parks and Recreation or designated staff. Performs work safely in accordance with department safety procedures and the County Safety Program. Operates equipment safely and reports any unsafe work conditions or practice to the Operations Manager and Director of Parks and Recreation.
  • Prepares communications to the public. Prepares and review reports, memorandums, letters etc. for the department as directed. Coordinates with other county departments to ensure proper accuracy, correct and compliant with county policies and procedures. Represents the department in County, State or National organizations as directed by the Director of Parks and Recreation. Speak and/or participate at public functions when necessary.
  • May be required to work after normal hours as necessary to meet deadlines or due to unexpected situations requiring immediate response. May be required to work during Emergency Operations.
  • Enforce rules, regulations and procedures as instructed. Assists other team members with duties as requested. Practice continuous learning through individual study, classroom training, seminars and conferences.
  • Provide friendly, timely and responsive customer service to all patrons equally.
  • Perform general maintenance duties as necessary to prepare facility for events, athletics, and programs. Perform light maintenance or custodial duties such trash pick-up, sweep floor, wipe counters off etc. as part of the Parks and Recreation team.
  • Performs all other related duties as assigned or needed.
  • Practices continuous learning through individual study, classroom training, seminars and conferences. Knowledgeable of the required records, charts, documents, and related information required by the County and is able to maintain proper data and information as required.
  • Has the ability to make sound, educated decisions. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Has skill in the use of computers, email, office programs, and learn new programs as needed. Is able to develop, interpret, and apply policies and procedures. Has the ability to communicate and interact with people from a very wide variety of backgrounds as well as education levels
Position Minimum Requirements
  • Bachelors Degree in Recreation or related field required. 2-3 years of recreation programing or equivalent combination of training and experience required. 3 additional years of supervisory experience required.
  • National Recreation and Parks Association Certification preferred. OR has combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job. Must be able to pass the required pre-employment physical and background check.
  • A South Carolina or North Carolina Driver’s license. First Aid, AED and CPR certification or required within 6 months of employment.
