General Job Description

Under limited supervision of the Parks and Recreation Director, the Operations Manager must be physically and mentally capable of planning and directing comprehensive recreation and community outreach programs to best meet the needs of citizens of Horry County. The Operations Manager develops professional relationships with community groups and individuals to foster strong partnerships. This individual is team player who works most effectively by strategizing ways to improve overall functionality within the organization and orchestrating how team members fit together to achieve goals. The Operations Manager assists District Supervisors with the planning, management, and direct activities of staff at all Centers in order to ensure the efficient daily operation and maintenance of the facilities, programs, events, athletics and center needs. Ensures all work is conducted within budgetary constraints and according to County Policy, codes and standards of quality.

Duties for this Position
  • Assists in the management of the day-to-day operations of the Parks and Recreation department.
  • Manages and coordinates staff, equipment, and resources to deliver a wide range of services and duties related to the daily operations of the Parks and Recreation department.
  • Performs detailed facility inspections and provide reports to document conditions as necessary.
  • Makes recommendations on the budget, hiring, discipline and termination, but defer final decisions to a higher authority. Make decisions regarding allocation of personnel, equipment supplies, and resources to effectively manage the park district.
  • Develops and makes recommendation to the Director on the implementation of policies related to the daily operation of the Parks and Recreation department.
  • Drafts and reviews contracts, MOU’s, and agreements with other departments, agencies, and community organizations, under the supervision of the Director.
  • Makes recommendations on the budget, hiring, discipline and termination, but defers final decisions to a higher authority. Make decisions regarding allocation of personnel, equipment, supplies, and resources to effectively manage the Centers, including all programs, athletics, events, and activities taking place in the Center’s districts.
  • Initiates planning of projects assigned by the Director and oversees them through completion including but not limited to: recognize areas in the department’s facilities that need repair and improvement and coordinate staff and resources to complete the project efficiently.
  • Supervises staff during special operations and assist where needed during special events.
  • Responsible for reasonably completing subordinate staff duties in the event those staff cannot reasonably complete their tasks.
  • Schedules employees and supplies needed to assist with important assignments, special events, and community and volunteer projects.
  • Coordinates with other departments, agencies, and groups on special event planning, administration, and management.
  • Coordinates and communicates with community groups, other County departments, and citizens regarding maintenance and operation of the Parks and Recreation facilities.
  • Investigates and solves citizens’ requests & complaints and communicates any corrective action courteously with them by telephone or face to face.
  • Oversees the cohesive provision of countywide programing, events, athletics, and services to customers at parks and recreation facilities, ensuring county branding is implemented, policies are followed, and the department’s mission is sought.
  • Assists other team members with duties as requested.
  • ADDITIONAL JOB FUNCTIONS: Attends conferences and seminars as required. Represents the County and Parks and Recreation Department at local, regional, and State meetings, conferences, and functions. May be required to work during Emergency Operations. Directs the development and implementation of operating procedures and policies for regular and special programs. Prepares reports, correspondence, entering computer data, answering telephone and assisting the public. Coordinate and inspect facilities for proper maintenance and safety as required by State, Federal and County guidelines. Performs all other related duties as assigned or needed.
Position Minimum Requirements
  • Bachelor’s Degree in Recreation or related field required. 3-5 years of recreation programing or equivalent combination of training and experience required. 3 additional years of supervisory experience required. National Recreation and Parks Association Certification preferred. OR has combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job. Must be able to pass the required pre-employment physical and background check.
  • A South Carolina Driver’s license. First Aid, AED and CPR certification or required within 6 months of employment.
