General Job Description

ESSENTIAL DUTIES & RESPONSIBILITIES Under limited supervision, performs difficult technical and administrative work, manages all major construction projects within the Department. Responsible for acquiring necessary permits (SCDOT, SCDHEC, ACOE) to complete projects. Develops cost estimates and budgets for each project. Responsible for delivering high quality projects on schedule and within budget. Plans, Organizes, and Directs the construction of local road plan projects, bridge repairs and replacements, major drainage projects, and major pavement rehabilitation projects. Manages assigned personnel, reviews their performance, recommends hiring of new personnel and any necessary disciplinary actions. Exercises responsibility for customer relations, personnel management, Public Works support of emergency and disaster response and to assist in the planning and development of long-range goals for the department. Reports to the Director of Public Works.

Duties for this Position
  • 1. Manages, disciplines, develops, and assigns personnel to efficiently construct major projects. 2. Management and oversight of the construction, maintenance and repair of bridges, roadways and drainage systems. Ensures compliance with all applicable federal, state and local laws and regulations. 3. Develops cost estimates. 4. Coordinates utility relocation on county roadway projects. 5. Coordinates with environmental consultants to ensure compliance with applicable state and federal laws. 6. Provides customer service by responding to issues and/or complaints from the public regarding county roadway / drainage infrastructure. 7. 8. Assists in the preparation of annual operating and capital budgets; monitors fiscal records; solicits and reviews quotes; ensures that the department operates within approved budgets. 9. Direction and oversight of activities of supervisors and staff; assignment of workload and work schedules; supervision of duties of assigned staff. Supervisory duties include instruction, assignment, review and planning of work, maintaining standards, coordination of activities, allocation of personnel, interviewing and selection of new employees, administration and/or resolution of employee issues and problems, recommendation as to salary levels, recommendation and approval of employee transfers, promotions, discipline actions and discharges. 10. Responsible for the proper maintenance and use of assigned equipment. 11. Review the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as necessary. 12. Provides technical assistance to other departments as necessary. 13. Interact on formal and informal basis with residents, citizen groups, etc. to discuss and resolve problems related to Public Works operation and projects. 14. Maintain appropriate records of operations for Public Works Department. 15. Provide direct technical and administrative assistance to the Director of Public Works concerning the operations of the Department of Public Works. 16. Receives and responds to complaints and requests for information or service from County residents concerning roads, bridges and drainage issues. Provide public information regarding department projects and operations as appropriate, including conduct of media interviews, attendance at public meetings and conduct of public presentations. 17. Assists in overseeing inspections and preparation of analysis, records and reports concerning inspections as necessary. Coordination and monitor all regulations and codes established by OSHA, DHEC, water resources, and other agencies that may have supervisory authority. 18. Researches and evaluates accidents and safety violations. 19. Receives, reviews, prepares and/or submits various records and reports, including but not limited to, routine reports, technical analyses, requisitions, budgetary documents, financial statements, accident reports, job applications, performance appraisals, disciplinary actions, statistical analyses, cost estimates, invoices, specifications, presentation materials, memos, correspondence, etc. 20. Operate a variety of equipment including vehicle, two-way radio, copier, computer, calculator and telephone. 21. Performs related duties as may be required. Availability: On call 24 hours a day and subject to call out for emergency purposes
Position Minimum Requirements
  • Certificates, Licenses, Registrations: Any combination of education and experience that is equivalent to graduation from a technical college or university plus 10 years’ experience in heavy civil construction with at least five years of supervisory experience. Valid Commercial Driver’s license required.
