General Job Description

Under general supervision, performs specialized work related to the Community Development Block Grant, (CDBG) HOME Investment Partnerships program, and Emergency Solutions Grant (ESG) program including implementation, administration, and evaluations of housing and community development, affordable housing, or other projects and programs. Performs administrative work in the coordination of projects and programs in support of the department. Work involves designing and implementing a Fair Housing Education and Outreach Program; coordinating special events for the community, housing industry professionals, local government officials; and general management of HUD grants.

Duties for this Position
  • Assists in the development, administration, and monitoring of contracts and related documents; reviews reimbursement requests; maintains tracking spreadsheets for drawdown of grant funds.
  • Coordinates, monitors, and manages grant budgets; prepares reports for Director’s approval
  • Prepares, processes, and reviews various records and reports, including but not limited to: requests for proposals, contract documentation, environmental review records for funded projects, stakeholder surveys, grant agreements, financial documentation, budgets, preliminary engineering reports, etc.
  • Establishes and maintains professional working relationships with Federal, State, and local government agencies and officials, community organizations, professionals, and firms.
  • Conducts considerable research to ensure overall grants compliance with Federal, State, and local regulations such as Section 3, Davis-Bacon, Uniform Relocation Act, Fair Housing, Environmental Review, and compliance with other related authorities. Reviews documentation in files, bid packets, and other appropriate material. Also, serves as the Compliance Coordinator for all funded projects.
  • Compiles and enters beneficiary and compliance data into HUD’s IDIS database.
  • Assists in completing the Annual Action Plan and Consolidated Annual Performance and Evaluation Report, including facilitating public meetings and citizen participation process.
  • Acts as the Fair Housing Coordinator in all housing matters.
  • Refers to HUD program implementation manuals, Federal regulations, demographic data, contracts, meeting minutes, policy and procedure manuals, codes/laws/regulations, publications and reference texts, etc.
  • Attends trainings for updated compliance requirements, as requested.
  • Assists co-workers in any areas necessary for the betterment of the County.
  • Performs other related duties as required.
Position Minimum Requirements
  • Requires a Bachelor’s degree in Finance, Social Science, Public Administration, Business Administration, or closely related field; supplemented by two to three years previous experience and/or training that includes housing finance, grant writing and/or implementation, marketing, partnership development, or a closely related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid State driver’s license. Previous experience with Community Development Block Grant or HOME Investment Partnerships Program preferred.
  • Must be able to pass the required pre-employment physical and background check.
