General Job Description

Under general supervision, provides specialized work in the application of acquired procurement knowledge to facilitate the technical and clerical tasks of various Procurement Programs, including but not limited to requisitions, purchase orders, contracts, eCatalog, and purchasing card. Incumbent will be responsible for monitoring assigned program to ensure that Horry County Government’s guidelines for the program, as well as Procurement Code and Regulations, are followed. Responsible for documenting program files, coordinating training, researching issues, performing record updates, and providing other basic support duties as it relates to procurement program procedures and administration. May serve as a team member (or team leader) for one or more procurement programs or projects, as needed. The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Incumbents may be requested to perform job-related tasks other than those specifically presented in this description.

Duties for this Position
  • 1. Analyzes and reviews Procurement Department Program policies to ensure that assigned program is in compliance with federal, state, county and municipal laws and ordinances. 2. Serves as liaison between Procurement Department and other County department customers to provide basic technical assistance and guidance concerning the operation and administration of assigned procurement program. 3. Processes transactions to ensure compliance with Procurement Department policies and procedures. 4. Develops and delivers basic training programs related to assigned procurement program for departments as may be necessary. 5. Implements modifications to operating procedures or processes for procurement program as may be necessary. 6. Reviews reports of procurement program activity to monitor compliance with policies and procedures. Documents and coordinates with supervisor (and others) to redress transactions or methods of procurement utilized by departments that violate Procurement Program policies, procedures, or processes.
  • 7. Prepares reports/presentations and processes information required to maintain organizational reporting as required by Procurement Program, or instructed by Procurement Manager. 8. Prepares/updates solicitation documents for departments’ recurring needs. May assist with solicitation development for other departmental needs and with coordination of County-wide procurement efforts. 9. Provides related procurement duties, such as market research or bid processing, as assigned to support Procurement Department functions. 10. Expected to participate in emergency operations and take certain training courses related to emergency operations as needed. 11. Maintains safety standards and utilizes necessary safety equipment as may be required during functions performed. 12. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless, high quality customer service.
Position Minimum Requirements
  • Requires high school diploma and three to four years of work experience directly related to government or public procurement, or any equivalent combination of training, education and experience. Must be computer proficient in Microsoft Office software, including Word, Excel, Outlook, and PowerPoint. Knowledge of ERP (Tyler MUNIS preferred), Microsoft Access, or other database software desired. Must possess a valid South Carolina driver’s license. Ability to lift 50 pounds occasionally.
