General Job Description

Under limited supervision, maintains responsibility for all legal matters of concern against and for County government Prosecutes a wide variety of criminal cases, appropriately manages court time as scheduled, and provides legal advice to County personnel and the public. Supervises and assists with the casework of subordinate attorneys. Reports to the Deputy Solicitor.

Duties for this Position
  • Reviews files and evaluates assigned criminal cases. Conducts conferences with victims, witnesses, law enforcement personnel, public defenders, private attorneys, other solicitors, magistrates,·probation and parole personnel, judges and defendants; performs legal research and prepares.memorandum; reviews and prepares motions, orders and correspondence; evaluates crime scene investigations, etc.
  • Performs advance preparation for court terms, including such duties as making victim witness and law enforcement contacts; trial roster and plea list preparation and distribution; conducting prosecution team meetings and coordination of trial lists of subordinates; allocation of available court time; review and update of jail lists; identification and disposal of unassigned Jail cases; review of cases-pending printouts; and pre-trial negotiations.
  • Attends and participates in criminal court trials, motion hearings, bond hearings, guilty pleas, In-chamber judicial conferences, jail transport requests and case file negotiations.
  • Performs miscellaneous administrative functions, including supervising caseloads of subordinates, providing general legal advice and assistance, participating in law enforcement training and/or training, bond work on unassigned jail cases, etc. ·
  • May assist in supervising subordinate staff, performing such duties as instructing; reviewing work of others; maintaining standards and coordinating activities. Offers advice and assistance as needed.
  • Schedules and makes public speaking engagements. Attends meetings, conferences and seminars as necessary.
  • Receives, reviews and evaluates various records and reports related to casework Including incident reports, victim witness statements, case file reports, warrants, discovery requests, affidavits, citations, NCIC reports, confessions, criminal histories, jail lists, trial rosters, dockets, juror lists, medical reports, SLED reports, court orders, hospital records, business records, bank records, photographs, etc.
  • Prepares, files and/or serves indictments, alibi requests, legal memoranda, affidavits, motions, plea agreements, PTI referrals, subpoenas, court orders, requests for dismissal, witness lists, trial rosters, plea lists, photographs, exhibits, etc.
  • Operates a variety of equipment such as a computer, printer, dictaphone, copier, fax m chine, pager, audio­ visual equipment, tape recorders, calculator, vehicle, telephone, etc.
  • Interacts and communicates with various groups and individuals such as the Solicitor and Deputy Solicitor, subordinate attorneys and other staff members, County Council, law enforcement agencies, public defenders, private attorneys, defendants, witnesses, victims, court personnel, judges, jurors, medical personnel, news media and the general public.
Position Minimum Requirements
  • Requires a Juris·Doctor degree supplemented·by three to five ye rs of experience practicing law, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
  • Must be able to pass the required pre-employment physical and background check.
