General Job Description

ESSENTIAL DUTIES & RESPONSIBILITIES Under limited supervision, is responsible for supervising and directing daily maintenance activities associated with the county road network. Assigns duties and monitors performance of crews repairing and maintaining roads, drainage, and signage. Leads and develops employees in their knowledge and skills. Responsible for ensuring that all appropriate safety regulations are followed by employees and that worksites are properly established and designed. Exercises responsibility for customer relations, personnel management, Public Works support of emergency and disaster response and to assist in the planning and development of long-range goals for the department. Reports to the Deputy Director of Public Works.

Duties for this Position
  • General Responsibilities 1. Ensures that all appropriate safety regulations are understood by employees and complied with on all worksites. 2. Develops employees’ skills so that they grow and develop professionally. 3. Sets and maintains high standards of conduct both personally and for assigned employees. 4. Manages, disciplines, develops, and assigns personnel to efficiently maintain roadways. 5. Management and oversight of the construction, maintenance and repair of bridges, roadways and drainage systems. Ensures compliance with all applicable federal, state and local laws and regulations. 6. Direction and oversight of activities of staff; assignment of workload and work schedules; supervision of duties of assigned staff. Supervisory duties include instruction, assignment, review and planning of work, maintaining standards, coordination of activities, allocation of personnel, interviewing and selection of new employees, administration and/or resolution of employee issues and problems, recommendation as to salary levels, recommendation and approval of employee transfers, promotions, discipline actions and discharges. 7. Responsible for the proper maintenance and use of assigned equipment. 8. Review the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as necessary. 9. Interact on formal and informal basis with residents, citizen groups, etc. to discuss and resolve problems related to Public Works operation and projects. 10. Maintain appropriate records of operations for Public Works Department. 11. Receives and responds to complaints and requests for information or service from County residents concerning roads, bridges and drainage issues. 12. Assists in overseeing inspections and preparation of analysis, records and reports concerning inspections as necessary. Coordination and monitor all regulations and codes established by OSHA, DHEC, water resources, and other agencies that may have supervisory authority. 13. Researches and evaluates accidents and safety violations. 14. Receives, reviews, prepares and/or submits various records and reports, including but not limited to, routine reports, technical analyses, requisitions, budgetary documents, financial statements, accident reports, job applications, performance appraisals, disciplinary actions, statistical analyses, cost estimates, invoices, specifications, presentation materials, memos, correspondence, etc. 15. Operate a variety of equipment including vehicle, two-way radio, copier, computer, calculator and telephone. 16. Performs related duties as may be required. Availability: Subject to call out for emergency purposes.
Position Minimum Requirements
  • Certificates, Licenses, Registrations: Any combination of education and experience that is equivalent to graduation from a technical college or ten (10) years of experience in the construction and maintenance industry. Valid Commercial Driver’s License with good driving record required. Physical Requirements Sufficient physical ability to perform moderate to heavy lifting; reaching, bending, stooping, kneeling, and crawling; walking, standing and climbing for prolonged periods of time; operating motorized equipment and vehicles. The employee must occasionally lift and/or move more than 50 pounds. Interpersonal Communication Skills Must have the ability to speak clearly and/or signal people to convey or exchange information. Includes ability to convey information to general public and co-workers or assistants, and ability to understand and receive assignments and/or directions from supervisor. Develops and shares knowledge with managers, supervisors and staff effectively. Tactfully and effectively handles requests, suggestions and complaints. Language Ability Requires ability to speak with proper format, punctuation, spelling and grammar, using all parts of speech. Must be able to speak with poise, voice control and confidence and to articulate information to others. Intelligence Requires ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions. Must have the ability to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision. Must have the ability to comprehend and interpret information received from various sources, and to learn and utilize new skills and information to improve job performance and efficiency. Verbal Aptitude Requires ability to record and deliver information, to explain procedures, and to follow and give verbal and written instructions. Must be capable of effective and efficient communication and have the ability to communicate with people from diverse backgrounds and educational levels. May be able to communicate effectively in a variety of technical or professional terminology used within the parameters of the job. Numerical Aptitude Requires ability to perform addition, subtraction, multiplication and division, and to utilize mathematical formulas with ease to determine percentages and decimals, and to determine time. Must be able to use practical applications of fractions, percentages, ratio and proportions. Motor Coordination Requires hand/eye coordination to operate automated office equipment and communications machinery. Manual Dexterity Requires the ability to handle a variety of items, keyboards, office equipment, voting machines, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination. Visual and or Color Discrimination Requires the ability to read maps and to visually read information. Must have ability to differentiate colors and shades of color. Interpersonal Temperament Requires ability to relate effectively, courteously and professionally with people. Able to perform duties professionally despite interruptions and distractions. Must have ability to utilize independent judgment in variety of scenarios, and to make sound, educated decisions. Presentation and emphasis should be upon the importance of maintenance of positive image within the County. Strives to maintain a positive rapport with staff members and to provide effective public relations. Demonstrates consideration of suggestions and complaints and responds appropriately. Knowledge Requirement Requires knowledge of procedures, policies, protocols, methods, materials and equipment used in the maintenance department as they pertain to the specific duties and responsibilities of this position. Has considerable knowledge of the functions and interrelationships of County and other governmental agencies. Has comprehensive knowledge of the computer and other technical terminology used within the department. Is able to offer assistance and training to fellow employees as needed. Has the ability to learn and utilize new skills and information to improve job performance and efficiency.
