General Job Description

Under limited supervision, performs high-level planning duties using an all-hazards approach for the Emergency Management Department. The Mitigation & Recovery Program Manager will be responsible for updating and maintaining the multijurisdictional mitigation plan and recovery plan. In addition the position will be responsible for maintaining and updating the COOP and COG plans for the Emergency Management Department. The program manager should be familiar with the FEMA Public Assistance and Individual Assistance programs, Hazard Mitigation Assistance program and other federal grant programs that are imperative to successful mitigation & recovery. The Mitigation & Recovery Program Manager requires knowledge of the National Incident Management System (NIMS) & the Incident Command System (ICS). This position will need to act as a liaison to local, state and federal agencies regarding mitigation and recovery programs. The Mitigation & Recovery Program Manager will serve as the Community Rating System (CRS) coordinator for the county. During activation of the County’s Emergency Operation Center (EOC) the program manager will serve as an EOC Liaison. Candidate must have good organizational skills, must be able to instruct others on a general and technical level and have the ability to work and make sound decisions in a high paced, stressful environment. The position will require the ability to conduct public meetings and provide public education presentations as needed.

Duties for this Position
  • Develop, coordinate, review and maintain the short-term recovery plan in accordance with the state and federal guidelines.
  • Update and maintain the Horry County Emergency Management COOP and COG plan in accordance with state and federal guidelines.
  • Manage emergency management grants related to mitigation & recovery planning.
  • Act as a liaison with local, regional, state and federal agencies in the maintenance and sustainment of the mitigation plan, recovery plan, COOP and COG plans.
  • Coordinate with appropriate departments for Individual Assistance, Public Assistance and other FEMA related programs and processes.
  • Staff the EOC Liaison position in the Horry County Emergency Operations Center (EOC) and coordinate all preparedness, planning, training and response activities within the Section.
  • Develop, coordinate, review and maintain Annexes and SOPs of the Comprehensive Emergency Management Plan in accordance with state and federal guidelines.
  • Develop, coordinate, review and maintain the THIRA, capability assessment and gap analysis.
  • Manage and coordinate the Community Rating System program requirements for department.
  • Act as the liaison with the local VOAD (Volunteer Organizations Active in Disaster) and attending meetings as required.
  • Conduct presentations about emergency management, preparedness and hazards to a variety of audiences including residents, community organizations and businesses.
  • Function as the on-call EM representative, on a rotating basis, providing the 24-hour emergency point of contact and respond during non-business hours to local emergency and non-emergency events related to public safety as needed.
  • Maintain knowledge base by attending classes, conferences, courses and seminars related to emergency management.

Position Minimum Requirements
  • KNOWLEDGE & ABILITIES: Community Rating System and computer mapping applications experience preferred. Prior grant management experience preferred. Understanding of the NIMS/ Incident Command System preferred. Must possess general knowledge of Microsoft Office software.
  • QUALIFICATIONS: The position requires a Bachelor’s degree in Emergency Management, Public Administration, Business Administration or related field, or an equivalent combination of education, training and experience that provides required knowledge, skills, and abilities. Two to four years of emergency management related experience preferred.
