General Job Description

Under limited supervision is responsible for the overall planning, organization, control, and implementation of emergency management activities for Horry County. Directs and supervises the Emergency Management Department staff. Directs and manages the actions of the Emergency Operations Center. Oversees the development, coordination, and implementation of the Horry County Comprehensive Emergency Management Plan. Coordinate multi-governmental and/or multi-departmental responses during large-scale emergencies. Direct and coordinate the requirements of the National Incident Management System and South Carolina Chapter 58, Office of the Governor Article 1. Division of Public Safety Programs (a.k.a. 58-1 Local Emergency Preparedness Standards). Responsible for departmental compliance with all other relative local, state, and federal laws and regulations that govern emergency management. Primary liaison for disaster related coordination with state and federal agencies as well as non-governmental organizations Responsible for the development and implementation of the emergency management multi-year strategic plan. Develop and manage departmental budgets and maintain fiscal accountability and compliance according to current county policies. Shall be available for 24-hour on-call responses to local emergency incidents and non-emergency events related to public safety. The candidate must have good organizational skills, be able to instruct others on a general and technical level, and have the ability to work and make sound decisions in a fast-paced, stressful environment.

Duties for this Position
  • Responsible for the overall planning, organization, control, and implementation of local emergency management activities
  • Directs and supervises Emergency Management Department staff
  • Directs and manages the actions of the Emergency Operations Center
  • Directs and oversees the development and implementation of the Horry County Comprehensive Emergency Management Plan
  • Respond to the needs of the community after a disaster
  • Coordinate multi-governmental and/or multi-departmental responses during large-scale emergencies
  • Direct the departmental management of local, state, and federal grant programs
  • Responsible for the development and fiscal compliance of departmental budgets
  • Direct safety compliance for the department and the emergency operations center
  • Coordinate emergency plans and procedures with local government leaders
  • Direct community disaster preparedness actions
  • Primary liaison for disaster related coordination with state and federal agencies, as well as non-governmental organizations
  • On-call to respond to emergencies throughout the county as needed
  • Keep informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation
  • Keep the County Administrator, Assistant County Administrators, and other senior staff fully informed on all emergency management matters
  • Responsible for the development and implementation of the emergency management multi-year strategic plan
  • Remain current on issues that affect the emergency management program
  • Conduct public education and information presentations to the citizens, businesses, and visitors of Horry County and coordinate with the television, radio, and print media to provide interviews concerning emergency management topics and issues.
  • Attend emergency management and other related training, exercises, conferences, seminars, and workshops in order to stay abreast of the current trends and requirements
  • Function as the on-call EM representative, on a rotating basis, proving the 24-hour emergency point of contact and respond during non-business hours to local emergency and non-emergency events related to public safety as needed.

Position Minimum Requirements
  • Requires a Bachelor's degree in Emergency Management, Public Administration, Business Administration, or related field, and seven years of background/experience in emergency management related activities.
  • Requires five years in a supervisory or management capacity, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
