General Job Description
Under limited supervision, assists County Engineer in the daily operation, management, and representation of the Horry County Engineering Department.
- Duties for this Position

- Assists in the oversight and management of daily operations of the Engineering Department.
- Supervises engineering department staff responsible for plan review and roadway construction inspections of land development-related projects and related tasks.
- Provides management and oversight of Horry County’s encroachment permitting process.
- Plans, develops, and coordinates civil engineering projects for Horry County roadways / drainage and related infrastructure.
- Performs / oversees Civil Engineering design and surveying of roadway, drainage and other related county infrastructure projects.
- Oversees roadway, site construction, and other (capital) infrastructure projects performed by private contractors for Horry County.
- Responds to infrastructure-related complaints and requests for assistance from citizens, visitors, and elected officials.
- Analyzes, coordinates and resolves traffic engineering issues for Horry County.
- Serves as representative for the Engineering Department at the Horry County Emergency Operations Center during emergency events / activations.
- Responds and/or attends to all miscellaneous service requests from the public – including attendance at HOA / community meetings.
- Provides representation for the Engineering Department at Horry County Planning Commission meetings, Horry County Council meetings, Infrastructure and Regulation Committee meetings, and at other public meetings, as required.
- Coordinates closely with other county departments, agencies, municipalities, and other state / local agencies on roadway, drainage, land development and other infrastructure-related issues.
- Performs other related duties as required.
- Position Minimum Requirements

- A Bachelor’s Degree in Civil Engineering and an SC Professional Engineer’s License is required to demonstrate the necessary engineering knowledge and skills. In addition, at least 5 yrs (minimum) to 10 years (preferable) technical and project management work experience with civil engineering design projects and roadway construction projects is required – with at least 3 years supervisory / staff management experience. As a deputy department head, this position also requires very effective communication skills to adequately dealing with county staff, other county departments, county leadership / elected officials, and many encounters with the public. This position also requires the ability to maintain composure when dealing with very difficult citizens and contractors.
- Must be able to pass required pre-employment physical and background check.
