RIDE
The Horry County RIDE department is responsible for the coordination and management of the County’s ‘Road Improvement and Development Effort’ programs. The RIDE 3 program, which was approved by voter referendum in 2016, remains in place until 2025, and aims to use a one-cent sales tax to enhance key corridors in our community. A potential RIDE 4 program is currently under development by the RIDE 4 Sales Tax Commission for inclusion on the November 2024 ballot.
CAROLINA FOREST
RIVER OAKS
SC 31 INTERCHANGE
This project will provide a new interchange on SC 31 at Augusta Plantation Drive and Revolutionary War Way, and is identified in the Grand Strand Area Transportation Study (GSATS) Imagine 2040 Plan as a Recommended New Construction Project. Plans for a connector at this location date back to the original Carolina Forest Master Plan from the late 1990’s. Some of the needed right of way (ROW) has previously been acquired by Horry County. In order to distinguish this project from others on SC 31, the project name "Carolina Forest / River Oaks / SC 31 Interchange" will be used.

RIDE 4
The RIDE 4 Sales Tax Commission is comprised of six members, three appointed by Horry County Council and three appointed by the cities as defined by South Carolina state law.
The commission was tasked by Horry County Council to prepare a final list of projects that may be funded by a 1% local sales and use tax, referred to as a ‘transportation tax,’ with an allowable collection period of up to 25 years. Once a list of specific transportation projects is determined, Horry County Council will then have the option to move the final list to a referendum vote by the citizens of Horry County on the November 2024 General Election ballot.
If approved by voters, the RIDE 4 program would go into effect May 1, 2025, after completion of the RIDE 3 collections.
RIDE 3
Road Improvement & Development Effort - On November 8, 2016, Horry County voters, by a 69.1 to 30.9 percent margin, supported a One-Cent Capital Projects Sales Tax for roads. This tax went into effect on May 1, 2017, and will expire on April 30, 2025. It will increase the level of sales tax in Horry County an additional penny on all retail sales, accommodations and prepared food/ beverage. Groceries (unprepared food) will be exempt from the sales tax. Again, Horry County is slated to receive $592 million over the eight-year life of the one-cent Capital Projects Sales Tax.
RIDE 2
On November 7, 2006, Horry County voters, by a 61.4 to 38.6 percent margin, supported a One-Cent Capital Projects Sales Tax for roads. This tax went into effect on May 1, 2007, and increased the level of sales tax in Horry County an additional penny on all retail sales, accommodations and prepared food and beverage.
If the revenue designated on the referendum is collected before the end of the seven years, or if all of the listed projects have been completed before the end of the seven years, the tax will end earlier.
Again, Horry County is slated to receive $425,307,500 over the seven-year life of the one-cent Capital Projects Sales Tax.
