Fireworks Regulations
On April 5, 2005, Horry County Council passed third reading of an Ordinance to establish within the unincorporated areas of Horry County, one or more areas to be designated as fireworks prohibited zones. The State of South Carolina recently enacted legislation so as to allow the establishment of Firework Prohibited Zones.

How to designate your property as a Fireworks Prohibited Zone
Horry County does not have the authority to regulate fireworks on public property, without a request from an adjoining property owner, lessee or managing authority. Keep in mind that this request only deals with the "discharging" of fireworks, not where they land.
- The owner, lessee or managing authority must file a Discharge of Fireworks Prohibited Agreement with the Horry County Public Safety Division (See Appendix A). Your completed agreement must be sent to the Horry County Public Safety Division by mail or fax:

Fax: (843) 915-6400 - The Horry County Public Safety Committee will hold a public hearing on your request. You will be contacted on the date, time, and location of your public hearing.
- The owner, lessee, or managing authority must post at least 2 signs on their property. The signs must be visible from any street or thoroughfare the property abuts and any public land sharing a common boundary. The signs must be purchased from the Horry County Public Safety Division at the time of the hearing. Signs will be mailed directly to the contact person in approximately 2-3 weeks after the hearing. The cost of each sign will be $17.00 and must be paid for by cash or money orders only.

Extending the Zone to Public Property
How to Extend the Prohibited Zone onto Public Property
Horry County does not have the authority to regulate fireworks on public property without a request from an adjoining property owner, lessee or managing authority. Keep in mind that this request only deals with the "discharging" of fireworks, not where they land.
- To extend the Prohibited Zone into public property, the adjoining property owner, lessee or managing authority must make a written application by filling out an Application for Extension of Fireworks Prohibited Zone. (See Appendix B).
- A completed Application for Extension of Fireworks Prohibited Zone (See Appendix B) and a completed Discharge of Fireworks Prohibited Agreement (See Appendix A) must be submitted to the Horry County Public Safety Division by mail or fax:

- During your public hearing, you will need to provide testimony from interested persons (example: individual making the request, HOA members, etc.), their agents, or their attorneys. These individuals must appear in person during the hearing.
- After your hearing, the Horry County Public Safety Committee will issue a written decision.
- The owner, lessee, or managing authority must post at least 2 signs on their property. The signs must be visible from any street or thoroughfare the property abuts and any public land sharing a common boundary. The signs must be purchased from Horry County at the time of your public hearing. Signs will be mailed directly to the contact person in approximately 2-3 weeks after the hearing. The cost of each sign will be $17.00 and must be paid for by cash or money orders only.
