General Job Description

Under occasional supervision, performs reviews of drainage areas and assists with composing drainage easements and initiating the condemnation process, performs research of legal documents and records to determine legal ownership of properties, and corresponds / meets with the general public and property owners to acquire drainage easements for Horry County Stormwater Projects.

Duties for this Position
  • Provides technical engineering support to various departments, and applies problem solving techniques to a variety of county roads and drainage easements.
  • Maintains a project-oriented approach to improvements, to establish a Stormwater Department with professional and technical expertise necessary to ensure the implementation of sound drainage designs and site development improvements throughout Horry County.
  • Performs research of legal documents and records to determine legal ownership.
  • Prepares legal descriptions for drainage easements; reviewing County maps and plats; researching subdivisions and assisting other department staff.
  • Determines existing drainage easements and assures recordation of newly acquired drainage easements.
  • Responds to citizen complaints and requests for assistance regarding drainage, road condition and service related issues.
  • Receives, reviews, processes, files, and/or submits a variety of documents and reports including engineering, design, construction, designs and drainage reports, job estimates, material specifications, and general memos and letters of correspondence.
  • Conducts field inspections of county designed and funded projects and subdivision developments to ensure compliance with County ordinances and specifications.
  • Ability to engage in public speaking with poise, confidence and clarity.
  • Tactfully and effectively handles requests, suggestions and complaints.
Position Minimum Requirements
  • An Associate’s degree in civil engineering technology preferred or closely related field to the position, supplemented by three to five years of experience in civil engineering and/or drainage easement acquisition. Working knowledge of Microsoft Access, Word, Excel and Outlook. Must possess a valid South Carolina driver’s license.
